THE EFCC AND THE ANTI
CORRUPTION CRUSADE: WHAT NIGERIANS EXPECTS OF IBRAHIM LAMORDE; THE NEW ACTING ANTI- CORRUPTION BOSS
Corruption has underdeveloped Nigeria. Corruption ate and still
eats into virtually all aspects of our social, financial and economic systems.
And it is becoming a way of life in this part of the world. Curbing corruption
in public and private institutions was the reason d entree of the EFCC and
since its creation in the days of the world acclaimed anti corruption Czar H.E.
Malam Nuhu Ribadu, the Presidential Candidate of ACN in the April Polls, it has
achieved lots of success but more is desired.
Under in the bourgeois societies about crimes and restitution the world over which
appears hypocritical and lopsided in the aspects of favoring the rich and the
mighty in the community .
Treasury looting in Nigeria and the world over is a
serious crime but in our own case we have always handled the issue with kid
gloMrs Farida Waziri its contributions was though
portable but remarkable as in keeping the status quo anti bellum.
With the change of baton at EFCC , it is inferred also as, a
paradigm shift in the emerging novae policy thrust of H.E. President Goodluck
Jonathan who is committed to building strong institutions as he has always
desired, which is the wish of majority of Nigerians as well as all external
stakeholders in the Nigerian Project.
Its time to get serious minded about the issue of the main canker worm
that is responsible for the underdevelopment of the Nigerian State.
In this new dispensation it is imperative to highlight a number of crucial issues:
1]CRIME & PUNISHMENT: Lev Tolstoy, the greatest Russian
classic author improvised in his celebrated book {PRISTUPLENIE I NAKAZANIA-
Russian}- English meaning Crime and Punishment; the contradictions that existed
ves and even in the restitution of convicted cases the sentences given are
very friendly and this is seen as not strong enough.
2] PLEA BARGAIN: The plea bargain is a good invention as it
is also practiced in many Countries of the world but then a sizable proportion
of the looted fund must be recovered for plea bargain to be effective; but it
is a sound avenue to recover hardly needed funds for infrastructural
development of the country that is in decline.
3] DETERRENCE: To curtail public officers from corruption it
is imperative to show at least a few examples of normal conviction as
stipulated by the laws of the Nigerian
State; so that the fear
of the full weight of the law will instill discipline and prudence in the
management of public funds by public officers.
4] PUBLIC BEHAVIOUR TOWARD SERVING OFFICERS: I once visited
a serving public officer in high capacity in one of the States of Nigeria, almost
the Chief Executive of the State; and before 10 o’clock in the morning more
than 30 people were lined up to see him. Being that he was my bosom friend he
came out frankly to me. He took me outside to see all the eminent personalities
including Chiefs and Royal heads…
The officer, in the presence of all of them lambasted
everybody saying that we were virtually all there to see him and collect money
from him…and later it is still the same people that will say they .the public
officers, are corrupt. He went further to say that, if he does not give out
money, people will black mail him as selfish and stingy, including me his
friend. I was annoyed and virtually everybody on the line were annoyed.
Then later some of us began to see reason with him and to
pity him…he concluded by saying that at least he receives more than 50 visitors
on daily basis and he must continuously path with funds to support the
visitors…Note that I am not taking briefs for any corrupt public officers, but
I want us to approach the issue with honesty and the true situation on the
ground.
5] ADAPTATION OF THE UNITED STATES MODEL: Later I began to
think of a way by which our system can help public officers; as the bulk of
this money alleged looted by them are really given out to the people. I am cognizance
that public officers have security votes in the aspects of funds but I think it
is not big enough. Perhaps if we adopt the American USA System were public
officers can get, by right some percentages of contracts performed by them as
commissions; usually it is between 1-5% in the United States and in some other
countries. This will help to alleviate their spending to party hanger on, and
many others and it will keep them off from plundering into State and public
funds.
6] CONTEMPORARY STRATEGY OF RAISING DEVELOPMENTAL FUNDS: The
United State last week has put up a new stratagem of raising funds to bail out
the United States and
perhaps Western Europe from the economic
crisis rocking the entire world. It was a Bill Clinton idea. The United States citizens and corporations
has above 3 trillion dollars abroad in many countries under the holdings of
America Banks and he is persuading the Banks to bring back the money home to be
used to bail out the United State at this point of Need. Likewise Nigeria has a lot of looted money stashed away
in foreign banks though illegitimately but then the new EFCC boss should be
able to go after those funds by engaging on a wider scope of information
gathering on a global basis and linking Banks with ill gotten funds from Nigeria
to be frozen and repatriated.
7] THE ISSUE OF SELECTIVE APPROACH TO ANTI CORRUPTION
CRUSADE:
It is the general saying that those who must come to equity
must come with clean hands and that is the international standard practice acceptable to all men of
goodwill the world over and to God the creator and benefactor of all. We should
try to come to equity by being fair and non bias in the aspects of the novae
paradigm shift in the making, so that we can build a credible, formidable anti
corruption institution that will be a pride to all and sundry.
8] CORRUPTION IN THE MIDDLE CADRE OF THE MINISTRIES: It was
brought to the notice of Nigerians by a former public officer that some of the
corruptions ascribed to the CEO of Ministries and State functionaries are
really perpetrated by some Directors and other middle level public officers that are
stupendously rich. Many have big estates and asset all over the country and in our near and far abroad,so it
is important that the new EFCC boss cast his glace at the middle and upper
middle public officers as well.
