Excellency Prince Frank Onaivi Ukonga for honoring our invitation as guest
speaker at this debate on Death Penalty on Rape, treasury Looters and Bunkering
in the proposed constitutional amendment of the 8th Republic and I welcome
other discussants to this program.

appreciate your invitation as special guest speaker on this program which is a
position reserved for peoples of governor’s, senator’s and president’s status
and I will be for ever grateful to you for these exaltations…
ITV. Mr. Wilson: His
Excellency Prince Frank Ukonga , what’s your view on the proposed death penalty
on Rape, Treasury looting and Bunkering in the proposed constitutional
amendments by the National Assembly of the Nigerian federation.
H.E. Prince Frank Ukonga: Our
views at SDMP on rape , treasury looters and bunkering in the constitutional
amendment is based on constructive approach based on the adamantine laws of
nature and retributive justice it is also based on some fundamentals of
biblical Christian and Islamic pattern
of ethical resolves of our peoples which is the following: For rape cases we
propose jail terms of 10-15 years when a person is convicted of rape , but if
the person is convicted of rape with murder of the victim that person should be
sentenced to death. On the issue of treasury looting we advocate also jail
terms of 10- 15 years for economic saboteurs which includes all fraudsters, bunkers,
and treasury looters.
Rev Chris Oniewele: As a pastor I
view the case of Rape very heinous because of the trauma it inflicts on the
victims all through their life span so I feel that the death penalty on rape
being proposed in the constitutional amendment is in place. But the aspects of
treasury looters and bunkers stealing money and oil which are economic crimes I
suggest jail terms would be sufficient deterrence.
ITV Mr. Wilson: His Excellency
Prince Frank Ukonga please what are your stakes on the fact that armed Robbers
are executed in most cases for stealing; are treasury looters and oil thieves
different in the degree of sabotage on the polity.
H.E. Prince Frank Ukonga: The
case of Treasury looting and bunkering are somewhat different from armed
robberies and much more complex. In fact the decadence in the general milieu of
the society, the fear of falling back into poverty, rejection as well as the
worship of money by many peoples are responsible for treasury looting and
bunkering. And again there is no provision for extra money for holders of very
high offices in Nigeria and when people visit they expect you to give them
money. I once visited a governor and speaker of the house of Assembly and I saw
long queues of peoples in their offices and I asked what they came for.. The
governor and the speaker told me point blanck that they came for solidarity
visit which translate to being given cash gifts by the Governor and Speaker. The
speaker told me that that is the major reason for treasury looting in Nigeria
as not to disappoint the peoples that voted them to power most elected officers
plunder the state and government accounts to give to the supporters and big
wigs in the society for their continuous support and before you know it
billions of Naira deficit is recorded. So because of this we at SDMP advocate
for more cash vote and commissions on contracts awarded by governors and
elected officers to be paid to them as it is done in the United states of
between 3-5 % of all contracts awarded by elected officials is to be given to
them. This will bring down treasury looting.
Itv ; Mr. Wilson : Rev Chris ,
please what does the bible say on these crimes of Rape, Treasury looting and
bunkering.
Rev Chris Oniewele: In general
the old testaments prescribe death penalties on heinous crimes in the society
but the new testament is the practice of repentance and forgiveness of sins and
we live in the ages of the new testament but as I said earlier there was a case
of a man of 45 raping two daughters of a woman in our church. One was 4 years
and the other was 7 years old. The mother notice sperms on her daughters any
time they visit this neighbor of their and with proper investigation it was
revealed that the man was having sex with her two under aged daughters..And
this kind of traumatic experiences on the girls could damage them for life..And
here I prescribe death penalty as punitive measure for rapist.
H.E. Prince Frank Ukonga: We must
be careful about the cases of rape as such some girls and peoples can use it to
blackmail other peoples and use it to destroy their career as in the case of
the President of world Bank Mr. Strauss recently falsely accused of rape and
later found out that it was a set up. Same with the case of His Excellency Bill
Clinton in the case of Monica Lewinsky scandal and later found out to be a set
up as well. That is why we must be very careful when handling the cases of rape,
as it could be a set up and you would end up killing many innocent souls out of
set up and false claims This could be a big tool for extortion, blackmail etc
of many peoples so if cases are proved of one having sex with another without
due consent then it should be resolved with jail terms as punitive or out of
court settlement. That is the candid view of our party and a vast majority of
Nigerians.
ITV: Mr. Wilson: His Excellency
Frank Onaivi Ukonga: the case of Bunkering and oil thieves seems to be alarming
and as economic saboteurs are seen to do greater damage on the entire society,
don’t you think death punishment as punitive measure and deterrence is in
order.
H.E. Prince Frank Onaivi Ukonga:
Poverty , joblessness, redundancies of skilled and unskilled labor, moral
decadence, scavenging, misery, hunger, want, poor health delivery system and
much of the social economic ills ravaging the Nigerian and sub Saharan Africa
are the major causes of crimes like oil thefts, bunkering, armed robberies, prostitutions,
kidnapping etc. And to solve these social ills the government has to do more on
job creation, empowerment of youth and women in the society, jobs for all,
agricultural and industrial revolutions, health for all electricity for all
etc, and these are the great thing we promised Nigerians at SDMP when voted into
power. And we are convinced that when all these things are in place, the crime rate
in the society will reduce including bunkering , treasury looting and even rape
cases .And all these greatness and much more are what we at SDMP party promised
the Nigerian society and the entire region of Sub Saharan Africa when voted
into power..
