My Dear Honorable Party Chairmen,
My fellow IPAC EXCO Members,
Exalted Secretaries of our great Political Parties,
Representative of our wonderful INEC REC,
Distinguished Ladies and Gentlemen,
May I on behalf of my fellow Exco Members on board IPAC Edo state welcome you all to this meeting. It is indeed with great pleasure and high sense of respect that I welcome you all to what is the inaugural general meeting of the collective body of IPAC in Edo state And we appreciate you for making out time from your busy schedules to attend this meeting, particularly against the background of the most of us having either started conducting the different congresses/Primaries or finalizing plans of doing so in our respective political parties.
You would recall that the present IPAC Exco in Edo state was elected as well as sworn-in in this same hall on September 19th, 2014. And since then, we have been like the wise and hardworking farmer who, while putting hands on the plough, never looked back considering that we have collectively been working tirelessly to ensure that IPAC is deeply seated in Edo state. To say the least, it has not really been easy for us on the Exco as the challenges before us had been daunting. But for the reason, that we have very resourceful personalities on board and more so, as we had collectively resolved to succeed, we had been tackling the challenges Headlong.
Within the short period of our assumption of office, we have done some of the followings:
1] We met and came out with plans to acquiring an office space, procuring stationeries for office use, convening a general meeting of Edo state IPAC members, constituting the two statutory committees of IPAC as well as entrenchment of its ideals IPAC code, paying courtesy visit to different bodies and agencies in the state, and seeing to the establishment of the presence of IPAC and its ideals in Edo state.
2] We came out with a press statement calling the attention of all parties to the imbroglio at the Edo state House of Assembly to sheathe their swards, go into reconciliation, promote peace and urgently start delivering on their electoral promises to the peace loving peoples of Edo state.
3] We monitored the distribution by INEC of PVC and conduct of CVR while officially bringing to its notice the need for extension of the exercises when it becomes compelling.
4] We honored the invitation extended to us by some of our members to attend the –peace/ solidarity rallies organized by their respective political parties; and
5]
Edo state IPAC in line with the invitation sent by the National IPAC, was represented by the secretary and the chairman –my humble self at a one Day Retreat organized by the body and her international partners at the TERVAN HOTEL in Kaduna.
In going about all these, we have always been confronted by the challenges of raising funds; in fact to have an office space for the body, we had to rely on the generosity of INEC and the SDP which offered to allow use their offices as IPAC Secretariat and Office Annex respectively. To procure office stationeries inclusive of printing letter heads, we – the members of Exco had to levy ourselves; while all other activities so far engaged in the name of the body are being done at the expense of individuals Exco members who graciously have accepted it as their personal sacrifices towards the setting up of IPSC in Edo state.
Notwithstanding all these efforts, we make bold to say that we a still a little far from realizing the ideals for which IPAC had been set up in Edo state. Tough we have written to reach out to the governor and even gone ahead to book for a courtesy visit, we are still awaiting his anticipated response.
Whence we would focus on the critical topics of the Kaduna retreat for the benefits of all members of IPAC Edo state chapter which would serve as a guide for today’s interactive session;
1] Funding: This is very important  component if we are to succeed in the onerous task before us; and aside the sources for raising of funds as enshrined in the IPAC code [ refer to pg 21] funds could be raised from notable Personalities and state/ local governments without compromising IPAC ideals.
2] Political Inclusion; Organizing quarterly meeting of all IPAC Members, and even public  political discourse to be done from time to time.
3] Monitoring polls, primaries, rallies, preaching the virtues of non violence and peaceful elections among our fellow members and recommending appropriate disciplinary action on those that violate INEC and IPAC Code of conducts
4] Promoting issue based politics in our state; and
5] Organizing stakeholders meetings with INEC, Police, Civil Defense Corp, Peace Corp, DSS, Religious bodies, traditional rulers, the masses and the media with the aim of working towards ensuring peaceful , free , fair and acceptable elections,
My fellow compatriots, I would be ungrateful to INEC if I conclude this speech without appreciating the body for cooperation extended to us this far- never minding that it is yet to disburse funds to us as dictated by the IPAC code. Indeed, beginning from the REC through the HOD Election/Political Party Monitoring to all the staffs, their desire has been for us to succeed. Even the usage of this INEC Hall to day for our Epoch first inaugural general meeting and the refreshments are made possible by the INEC REC. we appreciate your passionate contributions and we thank you.
Once again I welcome you all- my honorable Party chairmen of all political parties in Edo state of Nigeria and your secretaries to this very important meeting.

In his keynote address the National chairman of IPAC Dr Tanko Yunusa, stated that IPAC was originally sponsored by IRI- International Republican Institute of the United states but later other organizations started to participate in the sponsorship of IPAC…Which is an intra party, inter party advisory council addressed to midwife and entrench genuine democratic dispensation in Nigeria and sub Saharan Africa armed with the agenda of promoting free , fair and credible polls in Nigeria, training of leaders and politicians on how to conduct credible primaries and congresses to Deepening democracy through the ethics of maintaining genuine internal democratic culture, settling of disputes among political parties, strengthening of Party-INEC Relations, through functional collaborations, promoting issue based debates in elections campaigns, abhorrence of violence, vandalism etc during polls, creating a praxis of discuss among political parties during polls, calling on the federal government to fund political parties and an inclusive govt of all political parties of participatory democracy  and an annual award gala for  leaders that has contributed outstandingly to nation building…addressed to deliver the dividends of democracy to the Nigerian polity and the African continent in generality…
The UNDP/DGD Project Director Dr. Mourtada Deme in her welcome addressed to all the participants in the summit offered the following observations on the necessity and sufficiency reason de entre of IPAC as a social political praxis of a melting pot of the stakeholders in the Nigerian political tuffs as  peer review synergy among political parties addressed to entrench sustainable democratic dispensation in Nigeria and the Sub Saharan Africa and opined that IPAC had been established in other emerging democracies of some African countries with successful track record which prime moved the coming into being in the Nigerian case study as a panacea to  conflicts and problems encountered by political parties in nascent democracies…
Mr. Bala Shittu , the INEC Director spoke on the topic of IPAC/INEC Relations emphasizing that the job of establishing a vibrant democracy cannot be achieved alone by INEC  and commended the establishment of IPAC as a partner to INEC in the context of paddling emerging democracies to success not only in Nigeria but the world in generality…he said INEC as a member of IPAC would want to cooperate with IPAC to eradicate rigging during polls, to ensure transparency, mobilize the masses during elections, particularly during the PVC and the CVR programs, and to creating a general functional language of understanding and cooperation between INEC and IPAC on the one hand and between INEC-IPAC and the electorate on the other…in the context of maintaining of inter party discipline he sought the cooperation of IPAC during investigations of improprieties of misconduct by political parties with far reaching mandate of auditing political party accounts , investigating the sources of funding of political parties and the adaptation of the golden rule of eternal vigilance and pro activeness as the only panacea to conflict resolutions among political parties
Hon. Peter Ameh who is the National secretary of IPAC and the National chairman of PPA Party spoke on the topic of Ice Breaker- The Journey So far- where he expertly traced the history of IPAC from it conceptualization stage supported by IRI until the draft constitution was endorsed by all political parties in Nigeria in Minna and the need for some amendments…in this context he espoused o novel stratagems of making IPAC relevant and functional to contributing effectively to the journey of entrenchment of genuine democratic dispensation n Nigeria and all emerging democracies of the world recommending training and retraining of politicians and stakeholders in high profile strategic learning institutions like the Institute of strategic studies in KURU AND  said that with the help of the UNDP a course has been created in NIPPS to train politicians and that the first set has graduated from the school and  as funds and time would permit many other leaders would be trained…furthermore he emphasized the need of party discipline, intra party democracy and conducive inter party relations based on mutual cooperation and forging out functional atmosphere of understanding and relations based on the inter party advisory code of conduct which he observed the ideals if well articulated would certainly impact positively in the entrenchment of genuine and sustainable democratic dispensation in Nigeria and all other seething emerging democracies of the African continent and the world in generality….
In his own contribution  Prince Frank Ukonga- The IPAC chairman of Edo state of the Nigerian federation, was seeded as one of the emerging IPAC Leader of the south South Region of the Nigerian Federation that worked with other seeded regional leaders of IPAC from the six geo political zones of the Nigerian federation making up of 12 regional leaders who in their contributions drafted a Memo for the ratification of the IPAC National Exco based on the overall historgraphy of IPAC both in its necessity and sufficiency reason de entre and other matters arising which may inter alias influence the National Exco to somehow tinkering with the IPAC Constitution to be more functional and proactive to the yearnings of the Nigerian electorate and guarantee the delivery of the dividends of democracy to the Nigerian Polity and the world in generality…..and in this context another milestone and history has been made in Nigeria with a credible record set by the Nigerian IPAC which presently and in future would impact positively to the development and entrenchment of sustainable democratic culture and ethics of international standard practice in Nigeria,/ the African continent and through international peer review mechanism would impact positively as novel ingenious contributions to the development of democracy on a global scale…Basiru Ayandiran-Desk Editor – National Peoples News

This and much more were discussed today when His Excellency Prince Frank Ukonga led IPAC Exco members to INEC Edo Headquarters to access the entire exercise and see how to make use of the extended days to make for lapses of the initial birth trauma of the take off. His Excellency Prince frank Ukonga was received by the INEC Director of Operations  Hon. Oviasu, who  was very accommodative in responding to all the complains of IPAC-Inter Party Advisory Council – who actively monitored the project for the past days and a general language of understanding was agreed upon in the modus operandi of all future PVC and CVR exercise in Edo state …INEC was emphatic that all those involved in double or multiple registrations would be fished out by the computer in Abuja and told IPAC  to advice the public to desist from the temptation as those who register twice will be detected by the computer and their names would be wiped off from  the computers…so it is a very big risk that could disfranchise those involve out of their greed…whence IPAC Chairman His Excellency  Prince Frank Ukonga call on all the citizens of Edo state to play by the rules and stop double registration, hooliganism and other vices of election bias addressed to repeat the best election in Nigeria standard ,set in the Edo governorship polls of 2012 where His Excellency Prince Frank Ukonga  under SDP Party contested the governorship and narrowly lost to comrade Adams Oshiomhole in the governorship polls of Edo state of the Nigerian federation adjudged the best polls in Nigerian History………Basiru Ayandiran- Desk Editor National Peoples News-

Topic: “The imperatives of inclusive youth participation in politics and governance, as the causal nexus of dynamics of social economic and industrial development of Emerging Democracies of the world-A functional Overview:’
The Lecture: The believe of the protagonists of Greek’s Socratic /Aristotelian philosophy hold it truth self evident that “when good people abstain from politics and governance of their polity it gives room to the bad guys to take over the governance of the polity and they would loot and waste away the resources of the sovereignty-And this truth is alive today and would hold strength till the end of time.
Whence the imperatives of mobilizing the useful [good] aspects of the polity which is predominantly the youth avangardt that makes up the larger percentage of the production forces of the sovereignties would be historical and dialectical as altruistic & rectitude towards the attainment of egalitarianism by any emerging democracy or nation state in the quest for revolutionary attainment of social economic and industrial prosperity…
As a social Democrats , I belong to the Social Democratic Party-SDP-, it would be most important for me to acquaint your exalted leaders of the future of our sovereignty with the rational kernels of your position as youth in the synergy of social classification and class struggle, addressed to mobilizing the youth of the world with a focus on the Nigeria youth brigade, as the sin qua non, to take their rightful place in the social economic and industrial entropy of the emerging global pluralism and of course espouse on stratagems useful to the attainment of this lofty idea of overall inclusive youth participation in governance of emerging nation states and the world in generality…
Social Democracy is the philosophy of central left which hold it true as adamantine the equality of all men and women of subsequent creation- as all men are born equal- Basking on this philosophical foundation we as social democrats with reverence to the forerunners of social democratic ideals of Karl Marx, Fredrick Angels, Lenin, Mao, Anahagoras , Pythagoras, Franz Fanon, Marcus Garvey, Secou Toure, Samora Michael, Patrice Lumumba, Booker T Washington,  Chief Obafemi  Awolowo,Alfred Olympio,Julius Nyerere, Keneth Kaunda, Kwame Nkrumah, Nelson Mandela etc…posits the following observations;
That human beings determines consciousness is a catechism, we hold as consequential from our fundamental philosophy and that it is the interactive activities of human being that is the driving force of all social economic and industrial prosperity of all civilizations historically and dialectically… this is the core of the materialist view of creation and its dynamics based on the Darwinian theories of evolution as the causality of human presence on our planet earth refuting all idealism and transcendentalism as causality of human ontology as a faulty reducio de absurdum…
Consequential of the above we hold dearly to the Marxist philosophy of class struggle both in its historical and dialectical materialism as scientific which in three fundamental  theories  was able to furnace out the rough golden rules of creation and the social relations that emerged historically among all of the human family till date…in this context the Marxist philosophy believes that our  world is knowable and a product of aposteriori Knowledge, and deterministic;  which invigorates enterprise out of demand and supply factors and are directly related to the production and the subsequent production relations evolving from simple forms of the early man to the complexproduction relations of the 21 century mankind…
This would not be a lecture of delving into all of Marxist philosophy but it is necessary to give you the background of your importance as youth avangerd to the social economic and industrial prosperity of nations and to expose your all important factor and why social democrats embrace youth development as the topmost priority in governance and economic prosperity of nation states…
Whence, the factors of production which respects land, labour, capital and entrepreneurship respect the human factor of proletariat; of the labour force of which the youth vanguard makes the highest percentage of the production/ labour force of Nations Nigeria inclusive..Whence the youth active participation in the governance of the Polity cannot be undermined nor wished away…but should be respected and given their rightful place in the schemes of governance of the sovereignty…
But unfortunately the youth have been marginalized in the participation in politics and governance of their polity be it in Nigeria, Ghana, the United state, Russia or china…the story is the same…why is this ?
The first reason for youth marginalization in governance of varies countries is the capitalist system of social and economic order which a long the time have marginalized the bulk youth of the world to poverty, joblessness, redundancy, lack of qualitative education, lack of entrepreneurial skill of adaptation to the changing emerging technologies of the generation X, these hindrances create apathy and youth frustration from participating in governance and politics-
…in this context the capitalist system  has been able to succeed in shrinking virtually all the wealth of the world to be owned by less than 10 % citizens of the world while the rest 10 % wealth of the world to be shared by more than 90% citizens of the world…this abrasive gap between the rich and the poor where the bulk of the youth are born into the poverty group of 90% and a few youth of the world less than10% are born into the rich and supper rich class then in that mutantis mutandis you would have a larger percentage of youth born into poverty and in Nigeria we have about 15 million youth called almangiri in the North  which is a large army of brilliant youth born into poverty and in the southern Nigeria we have area boys making up of more than 20 million youth roaming the streets of Lagos, Ibadan, Benin city, Enugu, Okenne, Igarra, Akure etc with no jobs nor skill nor hope of coming out of that unnatural poverty trap caused by the abysmal back lash of a social order of  over successful capitalism; like the male spider syndrome capitalism has gone moribund and it is only the government of social democracy that can redeem Nigeria and the entire world form the evils created by capitalism and it cabals..
This lead us to the theory of class struggle.. and as the middle class has virtually vanished from all countries , Nigeria inclusive and all what we have are the supper rich and the poor miserable of the semblances of the improvisation of B Victor  Hugo and George Elliot classics that captured the situation of the Nigerian youth as a sin qua non of worlds’..in the celebrated classic of  the” Weaver of Ravelor” – where she improvised of a wondering race of men and women who are remnants of a disinherited , exploited and dispossessed race-
The youth restiveness to escape this poverty trap is the backlash of decades of living dangerously as a Nation! Youth restiveness, though reactionary and embarrassing to capitalism and its dubious philosophy of mundane capital accumulation of ROI- Return on investment ; which has shortchanged the entire youth of the world and robbed them of their birth rights as citizens of the world… In the case of Nigeria, bad governance, corruption, inept leadership, nepotism, tribalism, larceny of state and private holding, mismanagement and lots other factors are responsible for the poverty of the youth class-
Youth class? Yes!- this would not fit within the academic classification of class nomenclature but for the purpose of mobilizing the youth of the world it would be observed that the proletariat class of the exploited the youth are more than 80% in that class of the down trodden of the citizens of the world so in the theory of approximation and synonym the proletariat class could as well be adapted as the youth class of the exploited and dispossessed,. Please accept by novae definitions albeit bitter…but the truth is bitter…
Is there a means of solving this problem of escaping the nagging youth poverty, exploitation, redundancies, joblessness and frustrations?.. yes; your way out of this quagmires as a class of exploited is to unite under youth brigades and participate actively in the politics and governance of your polity…by registering as voters, by collecting your permanent voters cards, by contesting elective positions and using your votes wisely to vote into power credible honest and dedicated leaders with vision, and staunchness to carry the sovereignty to the desired standard of equity, economic and industrial prosperity…
Next on the line of hindrances of youth participation could be summed up as youthful exorbitance, too much playfulness as observed by a Russia celebrated classic writer Turgenev, who improvised of the youth of contemporary time as…”A brilliant class of peoples who simply jokes away their lives” out of un seriousness, lack luster mentality, lager mentality, lackadaisical attitude of I don’t care to life, cultism, keeping bad company, crimes, prostitution ,drugs, unprotected sex causing HIV/AIDS Pandemic etc…all these negative vices and attitudes impacts on your life and it impairs  functional productivity…
Remember that tough times never last it is the tough peoples that last…so you would be confronted by as wide range of problems and temptations as your jockey along time and space but it is your determination to succeed despite all odds that can lead the youth to success in contemporary debauchery…as observed by Nikoli Gogol in the Notes of a Mad Man ..”when he observed a youth cadre that are so timid and visionless not capable of taking courageous task even for their own survival talk more of being able to live in the spirit of their heroic ancestors”…and that description fits expertly as the present disposition of the Nigerian youth and that of the world in generality..while another great writer of Russian genre adds up the summary of the path to true greatness; Fedorov  Dostoyevsky observed that-“ power belong to those who can muster the courage and pick it up”…whence the power of  governance belong to the youth class if only they can muster the courage and pick it up..And with this courage you can repair the damages to you class….
How can you pick up the power of governance as advised by Fedorov Dosteryevsky in his classic of the Brothers’ Karamazov?... virtually all emerging democracies of the world the youth class form over 60% of the voters in general polls…so if you use your votes wised as one united block whoever you, the youth vote for en block  certainly will win in the election…so your voters cards  and your using it wisely is the key to picking up the power….and that makes it imperative for you to come out en mass to register in the ongoing voter registration in Edo state and to collect your PVC and use it to vote into power credible leaders that would listen to you and solve your problems in an inclusive philosophy..While you can also put up candidates from among yourselves to contest and represent you and in this way you would have solved the problem of redundancies and youth neglect by leaderships in Nigeria and on a global basis…
Conclusively the government of SDP- if voted into power has promised to partner with the youth of Nigeria to assist them actualize the 40% youth participation MDG Target by the African Charter of youth Development by the year 2020. Secondly we have given same quota of 40% to the youth in the 2015 election to bring up credible youth leaders to contest the polls on the platform of SDP in Edo state of Nigeria and perhaps in some other states. Same also goes for women. Youth and women are exempted from paying the exorbitant nomination fess in our party to encourage them to participate in politics and governance while we promise to support their campaigns…and if we win our cabinet would also in that order give 40% of all the employment to the youth and women as well.
