Comrade Frank Akigbe emerged the Chairman of Edo state CONPAN with 7 members EXCO charged with the responsibility of promoting and entrenching the ideals of community newspapers publishing and readership in Edo state.
In his keynote address Prince frank Ukonga lauded the dexterity of the National President of CONPAN in person of Hon. Monday Ehiwere noting that “CONPAN is the best thing that ever happened to the field of mass communication in Nigeria and sub Saharan Africa”. That CONPAN With membership across all the 36 stats and 774 LGAs of the Nigerian federation with members publishing more than 800 titles of community newspapers on weekly basis is a great  polit economic and mass communication union that has a bright future for the Nigerian federation, crating employment, investing in the economy and contributing its quota to the GDP-gross domestic product of Nigeria as well as educating, entertaining, communication and bringing the colligation of more than 250 tribes of Nigeria to one united family .
Furthermore Prince Ukonga admonished all the publishers as social, cultural and educational praxis to dedicate their time to quality service delivery to the electorate, to shun the habit of collecting brown envelopes from clients or undertaking the so called special projects to launder the images of some individuals in the society because this will impact negatively on the professionalism and on the sales and circulation of their newspapers.
Prince Ukonga advised community newspaper publishers as the grass root publishing category on which other National publishers and media practitioners do often gauge the entropy of public interests in their reporting and at times poach them; to be less partisan and cultivate the ethics of balanced reporting.
 Prince Ukonga appeal to the federal, state and Local Governments in Nigeria to support community Newspapers Publishing in Nigeria as they are the ones doing the real job in reaching out to the majority of the Nigerian masses.
Prince Ukonga also appealed to advertisers to patronize the community Newspapers as they are those that reach the grass root of the Nigerian federation…for example products like cooa cola, pepsi cola, indomee, magi cubes, milk, juices, telephones, MTN, GLO,- telecommunication companies etc that really want to reach the grass root and double its sales and productivity should turn to community newspapers. The so called national Newspapers hardly reach the grass root and mostly the thinking of the masses is that those newspapers are for the elite and they sell for prohibitive prices ill affordable by the grass root masses, so this is a golden secret I have let out to advertisers, product managers of companies that want to make high sales all over the country should reevaluate their advert portfolios and patronize the community newspapers and once you see your sale turn over begin to soar, you would be overwhelmed.

 Members of the Political class Present,
Distinguish Ladies and Gentlemen,
We the members of Edo start IPAC feel highly honored to be part of this important occasion organized today to sent forth a man of high repute, a REC of RECs, an honest, upright, dedicated inspiring and highly organized mortal in the personality of Bar Mike Igini.
As members chairman of various rgistered political parties on ground in Edo state and also members of Edo state IPAC- a body comprising all registered political parties in Nigeria that was midwife by INEC and international bodies under the auspices of UNDP to collaborate with INEC in monitoring and regulating the country’s Political process, we are privileged to come in contact with him in the curse of th build u[p towards the conduct of the 2015  set of elections in Edo state.
Indeed right form January 2015 when he reported for duty in Edo state to the period immediately preceding the elections in March/ April 2015, we do know that he organized several forums to sensitize political gladiators, civil society organizations, Security operatives, and other relevant groups / personalities in the state on the mode of conduct of the elections. W also recalls that even in other similar occasions organized by the National Orientation agency [NOA] and the Nigerian Police Bar Mike Igini was also physically present to do the needful. And we did observed that aside the inspiring oratorical prowess borne out of his personal bent and conviction with which he delivered his speeches, one recurring decimal in all talks was the desire by INEC in Edo state under his watch to deliver credible free, and acceptable and peaceful elections in the state.
Today we can all flash back and nod with satisfaction that this rear gem of a personality especially in the contrast of contemporary day Nigeria actually matched words with action in delivering on promises. We also want to specifically note that the deligencd dwtermination and sincerity of purpose, with which he carried out his duties in this regard, could be seen in his physical presence in flash points Areas like in Orhiomwon LGA where he personally had to monitor and put things in proper shape. Little surprise that for the first time in Edo state relatively fewer electoral cases are in electoral Petition tribunals. Tis to us in IPAC, is  one and perhaps the most ranked measuring rod to adjudged  Bar Mike Igini, as a jolly good fellow who came to Edo state, saw, shaped events ,conquered and is leaving an indelible mark behind.. An indelible mark in the sands of time.
We do also appreciate the fact that h could not have been able to accomplish these marvelous feats all alone as we use the opportunity to recognize and give kudos to all INEC staffs in Edo state, relevant agencies, the civil societies organizations, the Press, and importantly th security agencies under the effective coordination of the Nigerian Police for the notable roles all of them to make the conduct of a highly successful set of elections in Edo state. We thank you all most sincerely for your immense contributions geared at sustaining and deepening our democracy, and in the process ensuring that votes of the people count.
All the same we cannot conclude this speech without once again acknowledging Bar Mike Igini for the sense of direction and the inspiring leadership hr provided towards ensuring a credible, free, fair, acceptable and peaceful 2015 elections in do state. Left alone we of Edo state IPAC and indeed all th good peoples of Edo state would have selfishly wanted  you to still continue to serve here because of your outstanding performance, but we want to believe that God almighty is taking you for higher service elsewhere especially as we know that you are a performer anytime, any day, anywhere. And with personalities like your honorable self around in INEC we see democracy being more deepening in Nigeria. We pray for the best for you and your family always, Just as we wish that God would continue to strengthen and bless you

The Inter Party Advisory Council of Edo state led by the IPAC Edo state chapter chairman H.E. Prince Frank Ukonga paid a courtesy visit to Hon. Mike Igini , the INEC REC of Edo state of Nigeria in the INEC Headquarters In Benin City today. Prince Frank UKonga and other members of IPAC EXCO were warmly received by the INEC REC Hon Mike Igini who lauded IPAC in her contributions to the success of the 2015 general polls of Edo State.
In his statement on the behalf of all the members of IPAC  [ Chairmen of all political parties in Edo state] Prince Frank Ukonga lauded the great contributions of Hon Mike Igini to the development and entrenchment of genuine democratic culture, practices and dispensation in Edo state and in particular for the success of the 2015 general polls of Edo state adjudged one of the best elections in the state. This  is a passionate appeal to President Mohammadu Buhari and all well meaning citizen of Nigeria and the entire world that the financial situation in the 36 states and the 776 Local Government councils of Nigeria is despicable to the point that most states governments and Local Government councils cannot pay salaries any more to workers, civil servants, teachers, nor can neither embark on highly needed infrastructural development of the states and LGAs ; if this situation is not addressed with urgent attention it may lead to the collapse of the Nigeria federation because if the federating units collapses it inadvertently means that the country has collapsed; this would translate to the aphorism of a failed Nation state . To stop this from happening we need urgently to appeal to the government of Mohammadu Buhari , the senate president Senator Bukola Saraki, the Speaker House of Representatives Hon. Dogara to quickly begin to addressed this particular challenges as a matter of utmost urgency…
