Policy Thrust: H.E. Prince Frank Ukonga A Presidential Aspirant unveil
“THE MARSHAL PLAN” to take Nigeria, Africa & the Black Race
to the promise land of Progress & Prosperity -To Create a Civilization
second to none in the entire Affairs of the Human Race of all Times.
Fellow compatriot of
the world, Nigeria is the most populous country of the Black Race and the
greatest Nation of the Black Race. Nigeria is the third largest Democracy of
the Universe. Our Marshal plan is to make her greater to take her rightful
place in the committee of Nations on a global interpretation. To be the melting
point and great pride of all Black peoples of the world and a role model for
all Nations of the world. And when Nigeria is economically, technologically and
agriculturally strong she would be able to support other Nations of the world.
The population of the Black Race is the least among other
Races of the world, just about 1.5 billion peoples which is just about the population
of China…the Yellow Race of Asia is above 5 billion peoples while the white
race is above 6 billion peoples. Whence the Black race is becoming an endangered
species in the context of demography on a Racial perspective…and yet the Black
Race is the poorest and least developed among the three majour Races of the
globe…..due to the tripartite tragedy of the anti bellum trade of slavery,
colonization and imperialism and the notorious triangular enterprise that gave
Black exploitation its universality which subsequently underdeveloped the Black
Race..…where more than 500 million Black peoples were forcefully removed from
the soils of Africa to be used as the beast of burden to slave and build the great
glories and civilizations of London, New York, Paris, Lisbon, Madrid, Brussels,
Bones Aries, Bogota etal with impunity…
WEB Du Bois the greatest African American intelligentsia
improvised that the struggles of the 20th and the 21st century Mankind
would be the struggles of the colour line: between the White, Yellow and Black
Races of the world to assert their dominance and significance on a global basis
and this is manifesting today.. Whence
the clarion call for the Renaissance of the Black Race to begin to take her
rightful place in the committee of Nations is timely…
Nigeria being the most populous Nation of the Black Race all
eyes are on her that if any significant progress would come from the Black Race
that would have a monumental global impact it should naturally come from Nigeria…which
would serve as a role model to re awaking all aspects of progress for the Black
Race globally and other peoples of the world
It is in view of the truism of this theory of WEB Du Bois,
which is truth, self evident that we offer the following observations:
1] The Renaissance of the Black Race in particular Africa
would be the center focus of our foreign policy thrust
2] Transfer of Technology and Investments: That the colonialist
and the imperialist underdeveloped Africa and their genuine support would be
required to rebuild Africa and all Africans to their rightful position. In this
context we shall seek the transfer of technology via relocation of plants and industries
in the soils and Nations of Africa through FDI, grants, loans, entrepreneurial
and technical support to rebuild the African continent which would enrich the
entire globe as in a new round of global boom of ROI-Return on Investments for
the global Actors- from the Malthusian Dissertations perspectives.
3] Relief on Debt Burden: Africa has become a net exporter
of capital to the tune of $ 600 billion dollars annually due to unequal trade
Relations and sharp practices in the pricing of goods and commodities exported
by African countries to the developed world… we shall pursue a policy thrust
that would balance this anomaly and work with WTO, EEC and the BRICS to evolve
a better trading platform in the context of trading currencies and harp on the re
evaluation of trading instruments to reflects the new global pluralism. And if
need arise we shall re introduce the era of trade by barter and avoid paper
money -from the Aristotelian point of view.
4] Atmosphere for Business and Investment to Thrive: Peace
is needed for any Country or Nation to progress. We shall need the support of
the global actors to establish a long lasting peace in the African continent as
in the context of terrorism, inter tribal wars etc..We shall pursue a policy thrust
that would establish peace and congenial atmosphere in the context of pro
active security initiatives in partnership with global actors.
5] Diplomatic and Economic Reciprocity: Our foreign policy
thrust would be hinged on the aspects of Diplomatic and Economic Reciprocities..
With a paradigm shift to accommodate and harness our potentials in Africa by invigorating
cooperation among countries of the ECOWAS sub region and all other countries of
the African continents in the context of trade, Education, technology transfer
etal.
6] Tans Saharan Oil and Gas pipelines: We shall implement
the President Yar Adua’s dream project of the Trans European/ Trans Saharan Oil
and Gas pipeline to deliver our crude and gas to our customers in Europe and
Asia. In this context we shall cooperate with other Oils and gas producing countries
of Africa and the world. This would improve our GNP to more than triple by 2024
as target date of project completion.
7] Trans African Rail and Highway: We shall cooperate with
other African countries to build a modern Highway and Rail system that would
connect all African countries..This would galvanize trade and economic
prosperity of all African countries to multiple, would create jobs and bring prosperity
to all..
8] Sports, Culture, Education, Tourism, Travels,
Transportation, Aviation and Shipping: We shall cooperate vigorously with all countries
of the world to promote sports, culture, Education and Tourism and this would
be to the benefits of both countries and would be based on our policy thrust of
reciprocity.. In the Aviation sector the National Airways would be the flag
ship of our Air Transport while the Nigeria Ocean lines/ fleets Sea way ships
and vessels would be reintroduced to carry the Nigerian flag to all parts of
the world…we shall harness the over $2
trillion dollars global Ocean transportation of the Atlantic, Indian and
pacific realms. This would improve our GNP to more than double in a portable
distance of history…
9] Agricultural Revolution: we shall partner with many
Nations of the world in our policy thrust of Agricultural Revolution…here we
shall introduce large scale mechanized farming with a view to produce to feed
all citizens of the country and export surplus… Accelerated Drive would also be
given to produce cash crops for exports.
10] Climatic change, Global Security Challenges and Detente:
The issue of climatic change is real, due to human effects of emissions of
toxic gasses and substances. We shall cooperate with all countries of the world
to make the globe a better and safer place for all…We shall do same to
contemporary security challenges of the world with a view to establish sustainable
global peace and détente.
Conclusion: The above represent key points of our foreign policy
thrust if voted into power addressed to enrich the country, the African
continent and the global village. We appeal to all and sundry to embrace our
sincerity and genuine commitments to contribute our quota to the emergence of a
more prosperous Nigeria, a more prosperous Africa and the global Village in generality…And
to God be the glory.
