His excellency Prince Frank Ukonga a presidential aspirant of the Nigerian federation and the chairman of Social Democratic Party Edo state of Nigeria commend all Nigerians for having the largest GDP Economy in Africa, commend President Goodluck Jonathan and Dr Okonjo Iwaela for re basing the economic fortunes of the Nigerian federation based on the theories published in the librarian award winning book- "The seething world- Reparations for the Black Race a functional approach" written by Prince Frank Onaivi Ukonga and published in 1992 where the author recommended the re basing of Africa structures, economy , culture based on new perceptions , indicators, parameters and premises as the contemporary measure systems of the white race which he describe as rigid, monistic and leanear runs contrary to the Africa superlative, aesthetic and value judgements and that if the black Race continue to depend on the measure systems and value judgements of the white Race we shall all be underdeveloped and undervalued continuously till the end of time

.Prince Ukonga lauds the world Bank for accepting and using his definitions as contained in the book The Seething world - the theories are empirical, dialectical and scientific based on the laws of La place transformation of integral mathematics,Albert Einstein laws of comparative relativity, prof Ayodele Awojobi's theories of comparative speed, planes and inciatial systems,theories of Scientology, Leibniz, transformation of Fure, Hospitalia, Huygen Principles of propagation... etc

 He further said that the first person to use the theory was Prof Sochucuma Soludo the former Governor of the CBN  of Nigeria who used the theories of Frank Onaivi Ukonga  as contained in the Book The seething world-written by Prince Frank Onaivi Ukonga ,elaborately to re-base and restructure the Nigeria economy- as the the revaluation of the Nigerian GNP per head indicator, the consolidation of the Nigerian economy via banking consolidation, insurance consolidation, the establishment of Regional bank finacecorp, the establishment of African monetary fund,the seeding of Lagos state as the financial Hob of Africa , the formation of Micro Finance Banks for mobilisation of over 80% unbankable monies circulating the rural areas, trapped; and its subsequent release addressed to accelerate revenue collection , generation and regeneration as an alternative source of developmental finance for African countries and the third world countries which some APC States like Lagos state and Edo state through adequate policy thrust of revenue generation and mobilisation via taxation and resource vitalisation addressed to argument  developmental finance . 

Prince Frank Ukonga's book has since it was published made the lean list award list of most valuable books in the world...classified by the Library of congress of the United states of America, and other Ivy league universities and institutions as one of the most valuable books in the entire universe . It has also gone through the citations of the Northwestern University at Illinois that has the largest library in the entire world and the book made top ten most valuable books in the biggest library of the entire world as well as made best grades in all citation of the Virginia university,Stanford university, university of Australia,..and it is most invaluable to students of undergraduate and postgraduates and research scholars and policy makers , shaker and mover of world political economy ....
