Nigerian National Dialogue: The Testaments of Prince Frank Ukonga Chairman Edo state SDP, on the Protocols of international and Regional conflict resolution based on the ideals of National dialogue; Focus on the Nigerian National Dialogue of His Excellency Dr Goodluck Jonathan- President and commander in Chief of the Armed Forces of the Nigerian federation.

Preambles: For the past 25 years His Excellency Prince Frank Onaivi Ukonga has been advocating the applications of functional constructive engagements & dialogues as credible alternatives of conflict resolutions on a global basis. In 1992 Prince Frank Onaivi Ukonga published the award winning Liberian list book-’The Seething World- Reparations for the Black Race- A functional Approach’- and in this great book that is been used by prestigious Ivy league universities of the world in the topic of Race Relations and conflict resolution as well as invaluable to policy makers in all continents of the world – Prince Frank Ukonga proffer alternative stratagems of conflict resolutions on regional and international standard practice as a novae enlightenment to reinvent Mankind of the 21st  century to embrace peaceful dialogue as against warfare approach to conflict resolution. The thesis of Prince Frank Ukonga are based on the following protocols:
Protocols of conflict resolutions: Here the Prince identifies that above all things there must be the following protocols for a functional workable solution to the resolutions of conflicts, divided in to four main Protocols:
Protocol One: Acknowledgments: In the book ‘The seething world’  Prince Frank Ukonga  identified that before any National or Regional conflict dialogue there is the imperative to agree that there is a conflict and all the premises of the conflicts identified, itemized and acknowledged in chronological order of importance. This the Prince wrote is the fundamental aspect of concentration by those that would be assembled by the committee set up to organize the dialogue and this in the book occupied one full chapter titled : The ACKNOWLEGEMENT.

IMPORTANT POINT in acknowledgment section of conflict resolution: Though in the Nigeria case study the few elite appears to have hijacked the entire aspects of nation building and pushed the masses to subservient position and the fear is that the elite may be pushing for elitist based dialogue of power and who governs the country which by careful observations are not the real problems of the Nigerian masses nor of Nigeria and sub Saharan Africa. Even the revenue sharing formula, devolution of power etc, are not the genuine problems of the majority of Nigerians and Africans.

The genuine topical issues for dialogue in the Nigerian Dialogue forum; The real problems that most intelligentsia would like to see discussed are the crucial issues of Redundancies, joblessness, epileptic electricity generation and distribution, the development of the steel industry as a strong fundamental platform for the Nigerian rapid industrial revolution, the improvement of the Agricultural sector, the new push of industrialization and the dead real sector of the economy, the security issue, the Almanjiri issue where Nigeria has over 15 million nation of youth uneducated as street urchins and this is a real time boob, the  issue of Area boys of more than 10 million strong lads walking the streets aimlessly, the endemic poverty, scavenging ,international prostitution of our male and female genders, the pandemic of AIDS, Malaria, and other diseases, the collapsing health sector, the collapsing education sector, Brain drain as all our best are checking out in droves, the improvement of the diplomatic missions, the removal of  fuel subsidy to free the country from questionable claims and rip off, the endemic corruption and how to improve accountability and public probity, arm robbery, kidnapping, militancy, arms proliferation, the empowerment of the youth , women , invalids and disable as the most vulnerable aspects of the society, the incessant plane crash and auto accidents, which is due to poor infrastructures like roads, airports etal, strengthening of all our institutions from democratic institutions, to defense, police,  customs, immigrations and population censuses for proper planning, marriage and culture institutions, general national discipline, anti corruption institution etc, proper management of the economy, fiscal discipline and budget implementations, looting of public and private treasuries,  the astronomical cost of governance, unbearable legislative expenses, dividend of democracy reaching the masses through  Local Government Autonomy , the issue of housing and homelessness, hunger, lack of good hospitals, drugs, drinking water, poor transport network system, environmental degradation ,flood, drought, deforestation, infrastructural development, declining access to regional and international developmental finances, Huge states and govt debt portfolio, collapsing stock exchange of speculators, fire brigade central banking policy thrust etc. these are the real issues that the common citizens want to discuss but then the fear is that the elite and politicians will hijack the National dialogue and begin to discuss on issues of who governs, which sector of the country should rule etc and this will derail the entire dialogue to another meaningless meander in time. But if the committee set up for the dialogue work hard this could be curtailed.  
Protocol TWO: The Dialogue: This is the most crucial aspects of conflict resolution and the dialogue has to be guided by a set of rules. Depending on the nature of the conflict there May be some gray areas that could be no go areas of discuss but all these has to be agreed upon by the committee for the good of all participating delegates. How the delegates are chosen should follow universal adult suffrage or perhaps through appointed representatives but the delegates must have the mandate of their respective communities. The dialogue should be well moderated so as not to be given a different rendition from the rational kernel of pursuit of truth, justice and peace among the communities..but note that these are the adaptations of the Frank Ukonga theories  to a native, primordial, seething developing country like Nigeria bugged down by deontological superstitions and fears, -as the book – ‘The Seething World’ delved further into other  aspects of conflict resolution of Racial bias and here His Excellency Prince Frank Ukonga, exploited more options of  the aspects of the theories of – “The games Without Rules “,Methods of “Chiron the Centurion”,  La Place theories of function of Functions [Differentials and integrals],  theories of Leibniz, theories of partial fractions ,theories of fragment and fragmentation, logics, Binoli Advance theories of complex numbers, set theories, Huygens theories of material  propagation, Albert Einstein theories of relativity, Prof. Awojobi’s theories of descriptive geometry of comparative time, space and speed, inertia systems, systems analysis, Gorge Soro’s theories of reflexivility, theories of Scientology, ancient and medieval philosophy & concepts, and the Prince, ventured further  into the field of artificial intelligence of advance  complexities which are novae inventions he called UFO Sciences etc-All the theories of Prince Frank Ukonga are  scientific and empirical though most of  the theories  are  too advanced for  the Nigerian Case study.
Otherwise the dialogue will come up with a document on the possible agreement imputed by all the participating parties as well as vexations and suggested solutions by participating parties for subsequent study.



Protocol Three: The APOLOGY: This was also a full chapter in the book of Prince Frank Ukonga exposing all forms of apologies there be and could be but most importantly, apology is expected to be accompanied by some form of dividends from the dialogue which should be immediate so as to pacify frail nerves. Apology can also be in the form of mutual agreements of horse trading but certainly are supposed to be verbal as well.

Protocol Four: Restitution / Reparations; This is also a full chapter in the celebrated book of His Excellency Prince Frank Onaivi Ukonga- The Agreements of the dialogue would be subjected to further scrutiny by perhaps the House of Assembly as in the case of representative democracy or perhaps another appointed committee to Ascertain the claims and the geopolitical consequences of the demand on the overall policy trust of the state and subsequent white paper would be published. This would be ratified by the President and commander in chief of the state which will then be signed into an enabling document for subsequent action which in most cases should be the consideration of the aggrieved parties for compensation either monetary or perhaps advantages.
Conclusions; Note that a National dialogue is different from a National conference.  A National dialogue is the extension of the goodwill of the presidency to the people governed to have the opportunity to interact as in Truth and Reconciliation summit to air their views and iron out their differences like a modern Town Hall Meeting given larger interpretations. But on the contrary a National Conference transcend these noble ideals of fostering brotherhood to pertains to other areas of discuss of restructuring the fundamental relations among the colligating fragments of the whole and such a conference by experience has a double edge sword of being high jacked by the hawks into derailments as in the Case of Soviet Union, Yugoslavia etc. Whence this is a clarion call to the organizers to limit the scope of the dialogue to relevant issues that will unite the polity and not on those that will put wedges on the frail, gregarious and fragile anxieties of the polity.
