TOPIC:        “STRATEGIES FOR GOOD GOVERNANCE” IN EDO STATE

I thank NTA the organizers of this Governorship debate in raising the ethics of elections in Edo State and sub Saharan African to higher standards of summun bonum.

The topic of discuss is “Strategies for good governance” in Edo State and in pursuance of that objective as a Gubernatorial candidate in the July 14 polls, I posit the following observations imperative for good governance of Edo State in particular and for all Nation state in generality.

In 1992, I published a celebrated book titled “The Sitting World” which has been classified by many research institutes and Universities all over the world and has made the dean list award of many universities including the North Western University in USA,  Indiana University, Institute of Research and Strategic Planning of the University of Australia and more. My book on strategies for good governance of Nation state is used as a research material in most exclusive circles of the world for Nations in search of rapid social economic and industrial advancement.

In the case  of Edo State as a case study of a developing polity, the strategies for good governance has to focus on economic, educational, agricultural, empowerment of youth and women in the context of Human Resource development as well as infrastructural development in that order of mutantis.

This will now guarantee employment which will ameliorate voluntary and involuntary redundancies.

1).      In the aspect of economic development, it is imperative to cognitize that macro economic structures of most developing States are based on the Keynesian Economic Theory that is largely fiscal driven than market driven. The ratio of the IGR (Internally Generated Revenue) of Edo State to the Federal allocation is well below 40% benchmark of the FIRS, which implies that we have to do more in looking inwards to generating internal revenue to finance the development of Edo State.

          Albeit that Nigeria and Edo State are rental States and not tax Nation states, there is the need for FIRS to put up enabling laws to support the transition of the State. The House of Assembly will also have a major part to play in this context.

2).      Mobilization of the Urban and Rural Areas for accelerated development. Our R&D at SDMP shows that more than 70% of the money that is in circulation are in the hands of unorganized, non bankable concepts in the rural and semi-urban areas of the State, so it is imperative to assist these areas which will in turn assist in financial resource mobilization of the State.

3).      Loans and grants: There is the need for fiscal and financial prudency in government spendings in the aspects of budgeting of cutting our coats according to the cloth available otherwise this will lead to deficits and obnoxious debts for the future generation to service which inadvertently retards development and impart negatively on good governance.

a).      Infrastructural development: The infrastructural development of Edo State will be addressed in the form of the Russian Methods of communal development of forming communal construction companies and brigades equipped with assistance from the Works Ministry in providing tractors, bulldozers, excavators, bitumen and construction materials as well as salaries for all employed in the construction brigade: They will have Engineers, Technicians etc attached to them by the government. This will create more than 30 0,000 jobs as each L.G.A will be empowered to create the Youth Construction Brigade. This method will also be given maximum interpretation in the security, health and agricultural areas which will create an additional 500,000 jobs and Edo State is 4 million people and so far we would be able to create close to 2 million jobs in the first year of SDMP government.
         
b).      Security, Discipline and Accountability: For good governance in Edo State we need to emphasize that security of life and property is paramount. Discipline and accountability is also mandatory and we at SDMP are committed to maintain and support all the security agencies to do their job.

c).      Industries: To quickly leap frog into the future we are committed to industrialize Edo State by creating numerous cottage industries for people to work. We promise 100 cottage industries that will employ 200 – 500 people each 400,000 jobs within our 100 days in office.

d).      Education: Education is the bed rock of development and good governance as an educated society is easy to lead, whence Education is our top priority at SDMP, and we are committed to free and qualitative education at all levels.

e).      Agricultural development: For good governance of a State, it is imperative that it achieve self sufficiency in feeding its people and perhaps export the surplus and its agricultural produce to other States. SDMP will invigorate a strong agricultural revolution policy which include giving loans and grants to farmers and assisting with the cultivation and harvesting of crops both cash crops and food crops by making available good seedlings, chemicals and tractors to farmers, as well as construct access roads to rural areas. We shall also encourage huge mechanized farming and shall invite big farmers from USA, South Africa, Zimbabwe, and Russia to come and invest in agriculture.
f).      Youth, Women and Sport Developments as germane to good governance and every polity will be given maximum interpretations in Edo State. We shall give grants and loans to all market women, built new markets, empower the women and youths of the State to become self employed, disciplines and good moral and ethical persuasions.

          Similarly, we shall develop sports and we want to win the Premier League by supporting the Club side soccer. We shall also sponsor novelty matches with Chelsea, Arsenal, Barcelona, Real Madrid, Man United, Spartak Moscow, Dynamo Kiev, Anderletch and other clubs of the world. We shall also encourage basketball, and other games including athletics.

Conclusion: We at SDMP promise to deliver the dividends of democracy to the table of the Edo people if voted into power in July 2012. We promise to serve diligently with discipline and accountability.

It is imperative to cognitize that the on going constitutional review makes imperative the issues of the geo-political spread on the Local Government and balance the former dysfunctional formula of LG creation which has marginalised Edo state and in particular Akoko Edo LGA which is the largest lga in Nigeria and Africa. While other LGA'S created in the 60's of the previous century have been divided into 4 or 5 LGA'S  the Akoko Edo has not been divided the the colonial rule their by marginalising the statutory allotment of the LG from the federated account as only one allotment and thereby staving the LGA of much needed funds for infrastructural and capital development. this inter alias begin to create more problems for the Edo state government who is saddled with the Herculean responsibility to move these LGA'S from the lean resources available .
Secondly we propose the creation of KUKURUKU STATE/ AFEMAI STATE OR EDO NORTH STATE- We call for the creation of EDO NORTH STATE/ AFEMAI/ KUKURUKU STATE- For over 50 years since the coming of the colonial govt that the areas of Edo North constituency/ region has been systematically marginalised in terms off state creation and lg creation. The town of Igarra and Auchi were provincial capitals in the colonial era having the same status as Asaba, Oshogbo,Akure, Katsina, Ilorin, Yola, etc as provincial capital but with the coming of the military rule in Sub Saharan Africa and Nigeria IGARRA AND AUCHI towns has become a shadow of what they used to be in the colonial days 60 years ago ...based on this we call for the creation of KUKURUKU STATE/ EDO NORTH STATE OR AFEMAI STATE .This will stop the marginalisation of the people of that area and will spread rapid social economic development of the areas.
On behalf of the peoples of Edo North we call for state police to be approved by the new Constitution addressed to adequately police the various coligating sections of the Nigerian federation.
We also call for increased funds for the oil producing states and resource control of up to 50 % derivation sharing formula.
We also call for a new policy thrust in Education, electricity generation and distribution should be decentralised etc.
We wish the constitutional review committee the best there be...

Prince Frank Ukonga  SDMP gubernatorial candidate in the 2012 polls with the CPC candidate Mr Roland Izebuwe, the NCP  candidate Mr Paul  Orunmwese, under the auspices of the coalition of progressive parties led by the Chairman of the National conscience party Dr Tanko as well as the stalwarts od SDMP and the representative of the Chairman of SDMP Cheif Olu Falae  Engnr. Adesina paid a courtesy call to the winner of the Edo 2012 elections of July 14 2012 in theEo State House  on Wednesday 18th of July to congratulate the Governor elect in the spirit of sportsmanship.
Dr Tanko, Chairman of NCP congratulated the comrade governor after a warm reception of dinner, drinks and good food , offered by the host. 
All the candidates and the stalwarts of the three political parties moved to the sitting room in the government house for another round of refreshment and there in a validation speech, Prince Frank Ukonga acknowledged the great dexterity of the governor in moving Edo state forward. All the other candidates were unanimous in the acceptance of the results of the polls as one of the most free and fair elections  ever conducted in Nigeria and Africa and all lauded the achievement of INEC as well as the security operatives that kept peace, order and a good decorum during and after the elections.
Dr Tanko was quick to compare the success of the elections to that of June 12 , 1993 in its planning and logistics.
In his own address the comrade governor made jokes on Prince Frank Ukonga calling him  the Edo Governor that never was.. he also cracked jokes with Paul Orunwese as well as Izebuwa the CPC candidate and thanked all the other contestants in the polls for the visit of solidarity and promised to carry all along in this new dispensation.
He also promised to take Edo state to greater heights and promised as well as praised the EDO PEOPLE for insisting on one man one vote.

    I Frank Ukonga, the SDMP candidate in the Edo Gubernatorial polls do hereby congratulate comrade Adams Oshiomole for his landslide victory in the Edo polls that i participated as a contender. I and my party SDMP accepts the result as true, genuine , free and fair and we are ready to join hands with the comrade governor to continue the good work he has been doing to take Edo state to the promised land that flows with milk and honey.
    Secondly i commend President Goodluck Jonathan and Prof. Atahiru Jega of INEC as well as all the staff of INEC for conducting the best, most free and fair election in Nigerian History only to be likened to the June 12 1993 polls in its conduct, decorum, maturity, security, openness and logistics, planning and in all ramification addressed as a sin qua nun of the shape of elections to come in Nigeria and sub Saharan Africa.
    I also thank all the security operatives,i thank the inspector general of police Alhaji A Mohammed Dikko whose men did a very good job.
    I thank Major General Ihejirika the chief of staff of the Nigerian Army for sending his best men to Edo state and their great conduct is memorable to the success of the polls. we are grateful to all the international observers namely the UNDP, IRI and all other local observers who worked tenaciously to make the dream election possible.
    We are grateful to the media, both print and electronic medias for making this great success in edo polls a reality...
    Lastly i commend all other contenders to the seat of the CEO of Edo State in their cooperation to make this polls a giant success. and admonish all to accept the results in the spirit of sportsmanship.WE commend the people of EDO state who are the real champions that insist on the concept of one man one vote... without you we will not be here. you made this great success a reality. Today the 11th of July the final meeting of the stakeholders in Edo/ Nigerian politics and governance was held under the chairmanship of Inec Chairman Prof. Atahiru Jega amidst top security.The meeting was attended by the top brass of the Nigerian police led by the Inspector general of police of nigeria Alhaji abubakar Diko, and present where DiG of the south south zone DIG Akpoyinbo, AIG Argungu and top militatry and SSS brass of the Nigerian federation.
In attendace of the meeting are Governorship candidates of political parties, party chairmen and secretaries. Among the governorship contenders that attended the meeting includes all the seven candidate of Comrade Adams Oshiomole of ACN, Gen Charles Airkhivere, Prince Frank Ukonga of SDMP, Chief Solomon Edebiri of ANPP, Chief Roland Izebuwa of CPC, Mr Paul Orunwense of NCP,Mr Andrew Igwemoh of Labour Party.Prof. Atahiru Jega noted that all the training of inec staff has been successful done and the full funds for the july 2012 polls has been disbursed.The voter register has been printed and all complains raised by political parties already addressed.. He later sued for peace in the forth comming polls. In his own contribution the Inspector General of Police siad that all the security operatives for the success of the election are already on groud and ready to maintain top security in the state during and after the elections.Each candidate for the polls were allowed to speak and air out thier grievances and solution were immediately found to problems.The ACN candidate who is the incubent Governor of the state noted that some parties have printed fake voters cards, fake inec identification cards which is suspect to be used to rig the election, he tenders samples of the fake materials as exibites and the Inec chairman agreed they were indeed fake ones.The PDP party candidate , Gen Charles Airkhavere said that some posters are positions in public buildings that will bee used for the polls and he pleeded th was an inducement of the public and it was immediately resolved that all posters and bills on the public buildings to be used as a voting centre be removed for an equal level playing ground for all the candidates. In his own remark Prince Frank Ukonga the SDMP candidate in the polls praised the tenacity of Prof. Atahiru jega in his determination to entrench great democratic culture in the largest country of the black race in Africa and the entire globe..Prince frank ukonga complained about excessive cash inducement of voters, under age votes, as well as the issue of thugas wearing fake police uniforms and creating havoc on election day.The Prince also thanked the Inspector General of Police and all other security operatives including the Nigerian army that came to help established peace and well being in Edo state.

Prince Frank Onaivi Ukonga, the SDMP Governorship candidate in the 2012 polls of Edo state has promised that if voted to power the power crisis of electricity generation as well as distribution will be solved in Edo state in partnership with H.E. President Goodluck Jonathan. The Prince from Igarra of the Kukuruku Province now Akoko Edo lga promised to build a nuclear power plant in Edo state in partnership with the Federal Gvernment addressed to generate 10,000 MW of electricity to the National grid in the shortest time frame of 2 years in office.This giant stride if achieved will herald a new down in edo state and the Nigerian federation as most of our companies checking out to neigbouring Countries and being used as the beast of burden to industrilize other countries will return back to NigeriA AND TO EDO STATE IN PERTICULAR..This will also sterm capital flight from the country and capacity utilazation of both natural and human resources including induustrial concern will be given maximum interpretations adressed to make Edo state/ Nigeria a super power in the shortest possible diastance of history yonder.
Otherwise he also promised to create 100 industries in 100 days in office as well as support the students and women through a free and qualitativew education policy thrust and promised to create 500,000 jobs through the formation of work brigades in each of the LGA.
Prince frank ukonga promise a fiscal discipline - baslance of payment position as regards bugeting which will eliminate waste and mundane spendings while corruption will be kept at zero level tolerance.
He noted that the present Conrade Gvernor Adams Oshiomole has really done alot for the people of Edo state in bringing the great state out of the woods, in bringing the state out of Egypt and its mundame reluctant seeting meliu urshring the state into a novoe place among states...it is highly commendable but we shall do beter as progressives in SDMP IF VOTED TO POWER COME 2012 POLLS.
