Preambles: The world is in grave danger of a nuclear holocaust in the war in Syria, the case of Iran and North Korea which may instigate a clash of the super powers of the world -Russia and the United State to go to war supporting their blocks and allies. This may escalate into a fully blown out world war as predicted by the great seer Michael Da Nostradamus of the possibility of a third world war that would devastate the entire human race and that Russia and her Allies is going to back a nation in the middle East with her colossal war chest and military might that would war against the West and would collapse the entire world; perhaps Syria or Iran may be the predicted Arabian Nation. Whence at this juncture of world histography, it necessitate all men of goodwill to work together to save the Human Race from extinction of Nuclear holocaust which demands’ this research work on one of the Super powers -the Russian Federation in our lecture 29@National Peoples News and the next lecture-30- would focus on the second super power the United States-world Relations.

Secondly During the G8 Meeting in July 2013,
Prince Frank Onaivi Ukonga and the Editorial crew of National Peoples News
published a research work on How to Bail the world From Economic Crisis: With a
special Focus on Sino –World Relations and the tremendous importance for
Nations to court the friendship of China and the BRICS that has emerged as
perhaps the Richest Economic Block of the 21st century.
Similarly the G20
Meeting to be held next month in St Petersburg
in the Russian Federation is
drawing near which demand another critical analysis of Russian –World Relations
with a view to exposing the possibilities of cooperation and increased
bilateral relation between emerging democracies including the Nigerian
Federation and the Russian
Federation.
It is praise worthy
that after we published the Sino- World Relations a number of countries took
advantage of the espoused benefits and fostered positive bi lateral relations
with China.
His Excellency
President Goodluck Jonathan of the Nigerian Federation quickly grabbed the
opportunity and visited China two weeks after the publication and came back
with commendable results as in the one billion dollars soft loan given to
Nigeria by China and the signing of MOU of cooperation in more than 10 aspects
of business, technology transfer, agriculture, manufacturing and what have you and
this is only the beginning of the strong social economic and industrial
relations between China and Nigeria. It is one of the best diplomatic and
economic initiatives of the 21st century in bilateral diplomacy and His
Excellency President Goodluck Jonathan deserves strong commendation. And we
hope that this detail research on Russo- World Relations would impacts positively
as well on Russo- Nigerian Relations and the world in generality.

Russo -World
Relations: Russian
Federation in the Soviet Era:
The Soviet Union was a great Union of 15 Republics and the largest
one single Nation on Earth with borders with more than 20 Nations including USA, Canada,
Japan China, Iran
and others. The Soviet Union led the world in
the production of Oil and gas, aluminum, cobalt, uranium, pulp and paper,
cement, Iron and steel and in many other natural minerals. The Soviet Union boasted leadership in sports, Arms
production, Space technology, manufacturing, Education, Culture, science,
research and innovation, research and development etc.
All these qualities put together made the Soviet Union a
Super Power of the world with presentable GNP and a large zone of influence spanning
more than half of the world including Africa, Asia, Europe, the Pacific,
Antatica as well as Oceania.
Russian Federation
among 15 Republics of the Soviet Union:
The Russian Federation was largest of the 15 Republics of
the Soviet Union but indeed to expose the truth to the entire world today, the
Soviet Union was a Russian Federation concept, was funded by the great wealth
of the Russian Federation, was developed into a modern super power by the
dexterity of the Russian Federation, So if a conclusion is made today that the
Soviet Union was the Russian Federation given larger interpretation then one
would not be far from the truth.
Russian Federation as an Independent Nation:
With the Collapse of the Soviet Union 23 years ago the Russian Federation still maintain the status of
being the largest single Nation in the world and has border with more Nations
than the former Soviet Union. The Russian Federation inherited more than 80% of
the assets and liabilities of the former Soviet Union.
The Russian Federation
inherited the Military strength of the former Soviet Union
and its diplomatic coverage and embassies round the entire world. The Russian Federation controlled virtually most of
the Oil and gas sector of the Soviet Union
which was the major contributor to the Soviet era greatness. Right now the
Russia Federation control and supply virtually the bulk of Europe and Asia with
Oil and gas just like the soviet days, similarly in the aspects of Research and
development, research and innovation, science and technology Moscow
is the headquarters of this aspects and Moscow
is the Capital of the former Soviet Union. In
the aspects of sports the present Russian
Federation has been able to surpass the former Soviet Union in the number of gold and medals won in
Olympics and many world events. Similarly in the aspects of Arms, space technology,
Research and development etc the present Russian
federation has been able to surpass the former Soviet Union.
The aspect of economic and technological advancement the
present Russian federation
in the context of GNP has been able to equate the former soviet position.
.Perestroika of the
Russian Federation: The policy of Perestroika which simply translated to
English means Restructuring or reconstruction in technical terms has seen the
Russian Federation restructuring its social and political ideological thrust to
novae heights of reinventing the former Soviet socialist ideological thrust
into a more marketable policy thrust of Social Democracy of the Centre Left.
This strategic shift in ideological policy thrust gave room for the establishment
of a mixed economic state that allows for public and private ownership of means
of production which became the prime mover of modern Russian today and also responsible
for it tremendous successful turn around economically, industrially and
otherwise to becoming one of the 5 leading economic giants of the world today.
Russian Economic
stability based on Keynesian economic model called kholrashurt: The Economic
stability of the Russian
federation is based on well managed
Keynesian economic model based on prudent management and implementations of
budgets and fiscal discipline; adapted to a native Russian culture, senses and
sensibilities. So the Russian Economy is not hooked to the vagaries of money
market, Stock Exchange Market or to that of the ebbs and tides of world economy
of market forces but rather a stable home grown Keynesian sustainable economic model
that has seen the Russian Federation becoming one of the first 5 leading
economic and industrial giant of contemporary world today.
The economic policy thrust of “Kholrashurt” was backed by another
concept called “Doganert” which simply means frog jump into the future as the
catalyst or pole by with to catch up quickly with targeted superpower status.
But to the outsider it may seem obfuscating but the Russian Federation is back as a
Super Power in all calculations.
Diplomatic Relation
and Zones of Influence: It is one of the inalienable policies of Moscow to
expand the diplomatic Relations and zone of influence of the present Russian
Federation to new heights higher than that of the former Soviet Union and they
have been able to achieve considerable in this context within the short space
of time based on the following policy thrust;
A) The CIS-Commonwealth of Independent States
and the Vision 2020- This is the first zone of influence of the Russian
Federation based on the loose amalgamation of the former Republics of the
Soviet Union addressed to establishing a homogeneous prosperous economic union
in the shortest possible time frame like the EEC. It headquarters is based in Kiev in the Ukraine
with a major Representation in Moscow.
In this context the CIS has achieved considerable success in fusing the
emerging economic Tigers of the former Soviet Union
into a formidable wealthy economic sub region. To achieve this they are also
into the Vision 2020 just like Nigeria
and some other Nations addressed to achieve set economic targets by the year
2020.
B) Euro –Asian Economic Community: Russian
Federation is a Euro Asian giant and is the prime mover of a larger economic
union of the Euro Asian economic community with set targets like that of the
EEC.
C) The EEC-Russian Relations: Tactically
the Russian Federation
has not been keen in belonging to the EEC but are strategically relating with
the ECC as a block as well as through advanced crafted bilateral; and
multilateral relations with the Nations of the EEC. By encouraging Ukraine, Poland
and some of the countries of her zone of influence to belong to the EEC, the Russian Federation
is inadvertently a member of the EEC by proxy using these countries to access
the EEC while also they serve as frontiers. This strategy implies that the 100
states of the Russian
Federation can foster mutual diplomatic and
separate relations with Nations of the EEC. This means that the Russian Federation
as a Nation of 100 states is at per with the entire EEC of about 50 Nation
states diplomatically. So it translates to mean that Russian federation is itself an
economic community comparable to any other in strength and otherwise. A very
ingenious hydra headed initiative.
D) The Baltic/ Slavic Union: The first
most important Union to the Russian
Federation is the Slavic union of all Slavic
peoples all over the world. The Ukrainians, Belarus, part of Georgia,
Azerbaijani, Poland, Bosnia and some other aspects of many other Nations
including Estonia, Latvia, Finland, Scandinavian, Bavaria in Prussia of Modern
Germany Hungary etc have large percentage of their citizen Slavic. And one of
the prime policies of Moscow
which is a Slavic Race Headquarters is to protect the interest of the Slavic
Race World wide.

countries: Apart from these unions the Russian Federation also have

G) Russian –G8 Relations: After the
collapse of the Soviet Union the West that were predominantly member of the G7
most industrialized countries of the world decided to admit the Russian Federation
into the G8. And so far the achievements of the G8 in the context of fostering
world economic prosperity and stability in partnership with the Russian
Federation have been commendable.
H) Russian -G20 Relations: Similarly the G
20 which manifested as an extended interpretation of the G8 has been
commendable in its partnership with the Russian federation in achieving a
sustainable peaceful coexistence policy thrust
I) Russia PIGS
State Relations: Similarly the Russian federation has a direct relation with
the PIGS States Union of Portugal,
Italy, Greece and Spain
and in the recent economic crisis of the PIGS states insolvency Russia donated
$10 billion dollars as free grant to assist them in 2013.
J) “Rosia- Dolneishe Vostok Otnoshenie”-This
simply means Russian Far East Relations to the common translation but that
relation was inherited from the Soviet Era and it is maintained to protect all
Russian Far east assets including especially trade, Fishing and industrial relations
with the Far East countries.
K) Rosia Cblishenie zarubeyon Otnoshenie-
This is a terminology to mean “Russian Near Abroad Relations”- which cover the
former Eastern block of the former Soviet Era and that relation and zone of
influence is sustained through mutual partnerships and understandings
L) .Russo- 2ed International Relations: the
second international were Nations and organizations that were aligned to the
Soviet Super power in an international Socialist axis. The Russian Federation has redefined these relations
they inherited from the Soviet Union and are
still sustaining it. Relation with Cuba, Venezuela etc
M) Rosia Latinski Amerikanskom Otnoshenie-
This simply means the Russian Latin American Relation which is maintained and
sustained to new heights of greater unity and axis as in the BRICS union where
Brazil a Latin American country has fused into an economic, diplomatic and
military axis with the Russian federation,
N) Russo- American Relation- Rosia Amerikanskom Otnoshenie:
This means the Russian American Relations; In this context it refers to Russian -U.S Relation- This relations dates back to the days of Tsarist Russia where the richest aspects of the American state of USA was a colony of the Russian government. The state of California the richest state of all times in American history was a Russian colony. The State of Alaska where President Barack Obama hails from was also a Russian colony and belongs to the Russian government but later given to the American state. This translates to mean that the Russian Federation is a stakeholder in the America glories and legacies. But in contemporary times the Russo- US Relations is seemingly dialectically crafted on the continuum in a mutantis mutandis of the Soviet Era diplomatic reciprocity, détente, nuclear parity, equality, mutual respect and mutual suspension. It is not a relation of the continuation of cold war era but in contemporary time it is of ‘cold peace era’. Most Russian intelligentsias and elite hold unflinchingly to the view that the “brake up of the Soviet Union was the greatest catastrophe of the 20 century”… “And the comeback of the Russian Federation to the Super power status was the novelty of the 21st century and good news”. And based on this new thinking all hands are on deck to fully actualize this comeback which can only be achieved with the cooperation of other powers and of course the United State as a super power respecting the Russian Federation as a super power and partnering with her just like the old days of Soviet Union. In this context it would be easier for both super powers to cooperate and agree on world peace and security. But in contemporary times observation is showing the lack of will by the United States and other western powers in respecting the Super power status of the Russian Federation and this strategy of relating with a Nation with such a colossal military might that can crush the entire world in a matter of few minutes, is somewhat perhaps a dysfunctional policy streams of consciousness; when even Top United states intelligentsias and elite judge super power status even as at yesterday , based on fickle economic edges and mundane financial accumulations of some Nations.

O) Super Power Status: Historical analysis; Right from the
beginning of the first Super power Nation of Egypt, the super power status is
judged by the military might of nations not necessarily by their economic
leadership but history has showed without doubt that appreciable economic
status plus a colossal military might qualifies a Nation to become a super
power as in the cases of Greece, Medo- Persia, French Napoleon, Byzantines
Empire, the Ottoman Tucks etc. The history of world super powers had always
been based on the overall psychic and the collective will of determination of
Nations to becoming super power out of the strength and ability of conquest
power backed by sustainable superior fire power , modern effective weaponry,
formidable diplomatic reach out on a global scale and above all comparative
competitive edge above other Nations in strategic nuclear attack and defense
initiatives, advance and superior delivery systems of weapons of mass
destruction to targets and enemy territory including the recent cluster delivery weaponry
system invented and built by the Russians recently and the advance
militarization of space etc and not necessarily leadership in economic prowess
nor by mundane primeval accumulations of monetary and financial products most
of which are virtues and lucid in contemporary times like mirage and unstable.
And it would be a misdemeanor of autokiness illusion and indiscretions to begin
to assess super power status on such fecundity and illustability as
interpreting and equating economic might to military might would be the
greatest folly ever made by any rational, same mind of subsequent creation.. Aristotle,
Socrates, Plato and Machiavelli had always cautioned on the over embellishments
of the strength and power of paper money or coined money. You can have all the
economic might in the world but it cannot itself translate to military might
nor production might nor agricultural might. Whence Super power or regional
power or continental power status should be viewed and appreciated from
historical dialectical perspective, from functional practical perspective and
not from elusive sentimentality and fecundity. Which potent grave dangers for
world peace, security, nuclear parity, diplomatic reciprocities and detente.
P) Rosia Varshavskovo Dogavor vs NATO: This
simply translates to mean the Russian-Warsaw Pack Alliance-NATO Relations. This
is the major military policy thrust of the former Soviet
Union in alliance with all her allies in relations with the North
Atlantic Treaty Organization. The Russian Federation inherited this great
military alliance and has been able to exercise territorial integrity and
asserting a new policy thrust in reinventing the alliance based on same Soviet
era ideological thrust of military parity, equality, diplomatic reciprocities,
détente and with continental powers.

bilateral mutual understanding and cooperation between Russia and France
dates back beyond the era of Napoleonic conquest of the Tsarist Russia and it
was kept to higher levels of co operations in the Soviet era and inherited by
the Russian Federation.
In the Sixties of the previous century and up till recently France was content to share power in all its
colonial zones of influence with the former Soviet Union
on a global basis. In Africa for example most francophone countries of Africa
and in particular Sub Saharan Africa adapted the Soviet socialist ideological
thrust and were aligned to the Soviet Union as well as France- from Dahomy,
Cote D Ivory, Togo, Burkina Faso, and up the horn of Africa as in Sudan, Congo’s
Patrice Lumumba, Mozambique, Libya etc. That mutual respect of sheering power
with Soviet Union by the French is still kept
in good shape today by the new Russo French Relations. So it is imperative for
ambitious continental or sub regional powers like Nigeria, South Africa,
Brazil, India, etc who want to control regions dominated by Francophone
countries of the French, Belgium, Spanish, Portuguese and Italy to court the
friendship of the Russian federation in one single political chees move and you
would be able to access the cooperation these regions de facto, de jure.

This thesis is not addressed to indict the Russian Federation in African slavery and colonization but to assert that Russia was already a world super power as at 500 years ago and this corroborates that Moscow the Russian capital that celebrated its 800th year’s age recently, is perhaps older than 800 years. The relationship was rekindled after the Second World War in Yalta by the meeting of His Excellency Josef Stalin Dugashvili with H.E. Wilson Churchill and H.E. Roosevelt of the United States. That relationship was kept through out the cold war era and in contemporary time it is cordial and mutually beneficial to both countries as David Cameroon the Prime Minister of the United Kingdom, in a deft diplomatic maneuver has been able to establish a new general language of understanding with His Excellency Vladimir Putin in his recent visit to the Russian Federation.

The Soviet holds sway in Eastern Germany while the NATO occupied Western Germany. This ignited the cold war that exacerbated the arms race. But in 1991 President Gabachev of Soviet Union decided to bring down the walls separating two German Nations and the Germans united to her former pre war status. Since then the Russo Garman relations had been beneficial to both countries, economically, and otherwise.

After the civil war the relationships blossomed until the era of General Murtala Mohammed who gave it a higher impetus in the areas of cooperation in the rapid industrialization of the country. The Shagari era was laudable in the Russo Nigerian Relations as in the Ajaokuta steel plant, and trade and commerce. The OBJ second coming as a civilian president was remarkable, in the Russo Nigeria Relations as he visited President Vladimir Putin in Moscow and they jointly set up a Nigerian Russian Summit that would be held every two years addressed to accelerated cooperation in the fields of industry, manufacturing, science and technology, research and development, communications and energy sectors of the economy. Subsequently many high powered agreement {MOU} were signed with the Russians which includes- the construction of the Tran Saharan Pipelines to link Nigerian Gas and Oil to Europe directly and hook up to the Euro Russian avalanche chain of pipelines all over Europe and Asia. With this single strategy policy thrust President Yar Adua was projecting to double the GNP of Nigeria to 900 Billion dollars by 2020 which would have achieved the vision 2020 target of the Nigerian Federation becoming one of the leading 20 economic giant of the world. In the aspects of electricity president Ya Adua aimed to partner with the Russians to constructs gas pipelines in a great network round Nigeria, to generate electricity with a target of 25,000 MW by 2020. To achieve this President Yar Adua courted the Russians to construct Nuclear reactors to generate electricity to the National grit within the shortest possible time frame. In the Yar Adua era the Russian Federation trade profile improved tremendously to become one of the top 5 leading trading and commerce partners of Nigeria. President Goodluck Jonathan inherited this cordial Russo Nigerian Relations and he has tried as well to pursue a sustainable general language of communication and cooperation with the Russian federation, with a policy thrust to build on the achievements of his predecessors. Despite all the security problems that is giving the president and the entire world anxiety, positive relations with the Russians continued this year as in the visit of the Russian high trade and investment delegation to the president with the aim of jump starting the nuclear reactor programs as well as the Tran Saharan gas projects and hopefully soon Nigerians are optimistic that remarkable progress would be made in this directions which certainly will necessitate His Excellency President Goodluck Jonathan to return the diplomatic visit of the Russian President to Nigeria in the era of his boss and mentor President Yar Adua, by also visiting Russia after the G20 meeting in St Petersburg next month of September 2013, with a view to invigorate closer economic, political, diplomatic and industrial relations with Moscow which will further impact positively in asserting the Nigerian leadership in Sub Saharan Africa and the African continent as a de facto regional power.
