LOCAL GOVERNMENT REFORMS:PRESIDENT GOODLUCK JONATHAN, FRANK UKONGA SANUSI LAMIDO SLAM GOVERNORS
ENUGU — President Goodluck Jonathan, yesterday, declared his readiness to fight for full autonomy for the local councils, saying no meaningful development could be achieved in the country if the
councils were not vibrant and not allowed to function.
He spoke on the second day of the 13th annual extra-ordinary general assembly and national conference with the theme "Rediscovering the Nigerian local government system in the emerging constitution" organised by the Association of Local Governments of Nigeria, ALGON, in Enugu.
The President, who was represented by his Special Adviser on Political Affairs, Ahmed Gulak, said since the councils were the closest tier of government to the people, the rising wave of insecurity in the country would have been reduced if they were functioning well.
He also expressed his opposition to the state/local government joint account, noting that the councils have a special role to play in his transformation agenda, which they were not doing currently. He also wondered if the local government councils were getting their share of the subsidy fund.

Lawyer sues Finance Minister, AGF
The President spoke as a lawyer, Raymond Onyegu, dragged the Finance Minister and the Attorney General of the Federation before a Federal High Court in Abuja, seeking to stop statutory allocations to councils without elected chairmen.
Speaking at the forum, Onyegu, who lamented that 25 of the 36 states of the federation do not have elected governments while Anambra State has not held council polls since 1998, said a judgement of the Supreme Court holds that statutory allocation is meant for democratically elected local councils and not care-taker or transition committee chairmen.

Jonathan's support for the local councils is coming against the background of the continuing efforts by governors through the aegis of the Nigerian Governors Forum, NGF, to dislocate the councils from being recognised as federating units like the states.
NGF chairman, Governor Rotimi Amaechi of Rivers State, had earlier this week told a delegation of the House of Representatives Committee on Youths and Social Development that the governors would oppose suggestions to give the councils autonomy from the states and make them part of the federating units.
According to Jonathan, "vibrancy in the local governments means the constitution is functioning. Tenure of local governments depends on the whims and caprices of the state governors. That should not be so. The tenure of our local governments, whether three or four years, should be clearly defined in the Constitution.
"The President has no right to wake up and say he has dissolved a state government. So why must a state governor dissolve a council? Why are we following the constitution in breach? We must live up to our duty and expectation of upholding and defending the constitution.
"The President is 100 per cent in support of ALGON because the Local Government is the closest tier of government to the people.
He is in support of Section 7 of the 1999 Constitution as amended, which says that at every given time the local government must be democratically elected. The situation where some governors dissolve local governments is unconstitutional, illegal and unsustainable.

Joint account
"One issue affecting the local governments that the President is concerned about is the state-local government joint account. It erodes the autonomy of the local governments. The framers of the constitution did not envisage that the account will be run the way it is being run.
"The joint account means that allocation from the Federal Government and internally generated revenue must be put together for sharing but unfortunately, most local governments don't get up to 20 per cent.
How do the local government chairmen function without funds? It is for this reason that President Jonathan is fighting for full autonomy of the local government. So continue to mobilize and sensitise people for the amendment to come through."

The Islamic sect named Boko Haram has unleashed fresh terror in the Army cantonment in Jaji in Kaduna state in the Church of st Andrews Protestant Church at about 12. 30 pm . Two suicide bombers on in a bus and another in a Camry car gained access to the church premises on Sunday yesterday the 25th of November 2012. The bus rammed into the church killing 13 peoples and wounding over 30 peoples. The commandant of the cantonment Brigadier General Koleoso was said to have confirm this incidence.

FRANK UKONGA LECTURE 17: FEDERATING UNITS OF NIGERIA: STATES VS LOCAL GOVERNMENT AREAS AND OTHER MATTERS: NIGERIA CONSTITUTIONAL REVIEW:
The Nigerian constitutional review exercise is generating controversies and it is commendable that it is re awakening the polity to invigorate various ingenious concepts addressed to the renaissance of the third largest democracy in the entire world, to play a leading role in the emerging global village concept.
The issue of Federating units is a very vital question and fundamental in the governing structures of any polity that we must review with serious scientific approach, otherwise it may lead to braking up the Nigerian Federation or perhaps slow down the pace of service delivery, aid corruption and subsequent break up of the polity if the wrong approach is adopted constitutionally.
 THE SENATE VS GOVERNORS: The Senate has suggested making the Local Government Structure the basis of Federation units in the polity which will translate to 774 Local Government Federating units and most of the powers of the state Governors will inadvertently be transferred to the Local Governments Chairmen. The State Governors are at daggers drawn with the Senate as the State Governments are the current Federating units of 36 States federating units with Executive Powers.
THE ROLE OF LOCAL GOVERNMENTS IN NIGERIA: The issue of the role of the Local Governments that has lost their relevance in the schemes of things of the 3 tier system of governance of the Nigerian federation is crucial. How to re awaken the Local Governments and make them more relevant in the aspects of service delivery, importance and strengthening them to play a pivotal role in the schemes of things is the question. Many will agree that in recent times the Local Governments has lost its status to the State Governments structures as the Governors of the states appears to exercise control over the Local Governments in the context of control of financial statutory allocations to the Local Governments, the leadership of the Local Governments and conducting elections to chose the chairmen of Local Governments all seems to be under the control of the Governors and state structures. Where by it has become real the importance of the independence of the Local Government has been swallowed by the State Governors, while the Local Government structure is pushed into irrelevance in the schemes of things by the Governors of States; most of whom take full and absolute control of the Local government account, statutory allocations, taxes, counterpart funding, elections, and every thing about Local Government as if they had absolute constitutional control over the Local Governments.
 THE ROLE OF GOVERNORS: And as the saying goes that absolute powers corrupt absolutely, that phenomenon has manifested in the Nigerian case study were the governors dissolves the elected Local Government leadership and take over all the 774 local governments in the federation, take over their financial allocations, taxes, counterpart funding and refuse to conduct Local Government elections, but instead ruling the Local Governments with appointed administrators , most of whom are party loyalist and their friends and relations turning the entire process of Local government into irrelevance in the schemes of things. Little wonder therefore is the portable contributions of the Local governments’ structure to the advancement and development of the polity, acute corruption and trivialization of local Governing concept.
This usurpation of the duties, powers, finances and functions of the Local Governments by the state governors goes contrary to constitutional setting of the three tier of governance structure and the relevance of each structure. It is like saying for example that the federal Government should usurp the powers of the state governors and makes the governors increasing irrelevant in the schemes of things. Nigerians and peoples of goodwill the world over will not like that concept were the FG usurps the powers , finances and functions of the state governors, it becomes consequential that the state governor usurping the duties, rights , functions and finances of the Local Government Chairmen is dialectically and historically wrong and constitutionally an aberration and that something quick and strong must be done to strengthen the Local Governments to it proper constitutional status were it can adequately wake up to the responsibilities of service delivery to the electorate.
Strengthening the Local Governments must take into account the following observations;
1.       LOCAL GOVERNMENT ACCOUNTS: The separation of the state government account from the Local government account. The joint account system of the Nigerian Federation between the states and Local Government was done to put a kind of tacit control over the local government in the context of corruption and mismanagement by some erring local government chairmen but the governors who ware in charge as a check and balance concept, have usurped these local government funds and use the funds at their own whims and caprices. So it becomes imperative to give financial autonomy to the Local Governments and each local government Chairman will be held responsible by the EFCC and other anti corruption agencies in the case of looting and miss management. This will re awaken local government chairmen to their responsibilities and make the post more attractive and important to the federation as a developmental unit.
2.       LOCAL GOVERNMENT ELECTIONS: The dates of the terms of office of Local Government Chairmen ad their elected governing council and councilors be clearly spelt out and the new dates for another election be adhired to strictly. As soon as one term expires the Federal Government will cease to pay allocation to that local Government until another elected chairman take over office. This carrot and stick diplomacy will set new anxieties in the system that will encourage the Governors to conduct Local Government elections as at when due.
3.       DISSOLUTION OF LOCAL GOVERNMENT GOVERNING COUNCIL AND APPOINTMENT OF ADMINISTRATORS: State governors are to be banned from dissolving the elected Local Governments Executives and appointing new unelected Administrators for Local Governments. The issue here is that a serving elected Local Government Executive will continue to serve in that capacity until when an election is conducted and another Local Government Chairman emerges. On no condition must the State Governors be allowed in the new constitution to dissolve the duly elected members of the Local Government and replace them with appointed unelected Administrators. These far reaching powers given to the state Governors corrupted the systems of the Local Governing council concept of the Nigerian Federalism. It is fundamentally, dialectically and historically an insult to intelligence that a duly elected Local Government Council will be dissolved by a serving Governor and appoint in their place his friends, cronies, buddies and relations to loot the Local Government treasuries dry..
4.       THE FUNDAMENTAL QUESTION: ARE LOCAL GOVERNMENTS UNDER THE CONTROL OF STATE GOVERNORS OR INDEPENDENT DEVELOPMENTAL CENTRES OF THE NIGERIAN FEDERATION: Local Governments under the constitution are the grass root governing platform addressed to be closer to the people and as developmental centres with statutory functions to develop the various small units of which the Nigerian Federation has been divided into 774 units for the purpose of reaching out to the majority of the peoples of Nigeria. The Local Government have a Chief Executive Officer in person of the Local Government Chairman who is the Chief Security officer of the Local Government and also have his Supervisory councilors that play the role of Commissioners as in State level or Minister as in the Federal level. He also have a Legislative arm with Coate of Arm, elected Speaker and councilors that presides over his budget and the day to day running of the Local Government including formulating policies and passing bills for the purpose of developing the Local Government Council. So invariably the Local Government is a federating unit where everything that the Federal and state structures has is duplicated and replicated on the grass root level. The fundamental question of whether the Local Government is under the state Government in the aspect of control will cease to exist if the Local Governments through the association of Local Government Councils ALGON, seeks a legal clarification in the Supreme court for the purpose of putting the record straight and gaining autonomy. But from philosophical point of view I think the Local Government is independent of the state government, but should function in partnership with the state Governments. The degree of cooperation and subordination is what is at variance and the crucial aspect of the vexing issues.
5.       LOCAL GOVERNMENT AS FEDERATING UNITS: From the above it becomes belated and unnecessary to ask the question whether Local Governments are Federating units as it is obvious as truth self evident that they are the 3ed tier of Federating units of the Nigerian federation and this should be clearly spelt out in the constitutional amendment.
6.       THE LOCAL GOVERNMENT, STATE GOVERNMENT, FEDERAL GOVERNMENT AS FEDERATING UNITS:  The wisdom of those who drafted the constitution of the 1999 is to present a concentric Abellian mutually independent but collegiate structure of supportive subordination as an ingenious structure to develop the Nigerian Federation. Which presents an ingenious formula of function of set theory, in Boolean algebra, a super structure that will intercept in cooperation, yet independent variables, with functions and duties and limitations of each layer of governing structure spelt out. So in this context the 1999 constitution in philosophical perception have spelt out 774 mutually colligating Federating Units of grass root Local Government structure, 36 states Government of middle level colligating federating Units and the Federal Government plus the Federal Capital Territory as another auxiliary colligating unite all in the beautiful fashion of collegiate system. This is the philosophical analysis of the governing structure of the Nigerian Federation as it pertains to the 1999 constitution which indeed, is a very beautiful system.
7.       STATE GOVERNOR’S USURPATION OF LOCAL GOVERNMENT POWERS AND FUNCTIONS: OBSERVATIONS OF SANUSI LAMIDO: The Governor of the Central Bank of Nigeria Malam Sanusi Lamido has expressed gross pains in the life style of serving Governors of the Nigerian Federation and the enormous powers under their control; and perhaps their spending habits. This is a clear indication that because of the enormous resources at the control of the State Governors and the numerous constitutional loopholes they can indulge in pretending to be Chief Executives Officers of Countries and perhaps be able to back their activities as Countries up with de jure, de facto premises of philosophical argumentum. In the first place they have rights to source for funds any were in the world to develop their States, they can raise bonds, take loans, they have rights to attract FDI, rights to market their states locally and internationally, rights to open up embassies and Mission Houses anywhere in the world, rights to own banks, airlines, trains and roads, stadiums and everything a Country can own. They have rights to own their flags, their coate of arm, state Emblems etc. The courts and prisons are under them while the Federal Government pays the bill; they have rights to enter into bilateral relationship with other Countries of the world with de jure recognition etc. In fact they are Countries in the true philosophical sense of it. So the structure on the ground as at today is somewhat like 36 countries in a superstructure of a moderating Federal Government. Little wonder State governments are usurping the powers and duties of the Local Governments to arm twist the system and constitution to permanently put the Local Government under their control.
8.       CREATION OF LOCAL GOVERNMENTS; In the past the state governments have attempted to creating development centres in addition to the statutory created local governments of the Federal structures for the purpose of reaching out to disadvantage areas in the context of Local Government creation and this was acceptable. But later the state government moved to begin to create and govern Local government with de facto de jure recognition as in the case of Lagos State that has created 56 Local Governments from the 20 Legal Federal Local Governments and conducts elections into this structure with de facto, de jure recognition for the past 10 years of our democratic dispensations. Other state have began to copy this anomaly. It will be proper for the Federal Government in this new dispensation of constitutional amendment to address this issue properly as some states posit a dysfunctional Local Government creation system by the preceding governments in favor of some areas of the Federation, were some states have as much as 44 Local Governments with perhaps the same population with Lagos state that is given 20 Local Governments officially. So it became a reactionary phenomenology from some states that are tenaciously out to correct these anomalies. Rationalism and philosophy will justify their impudence though reactionary. In this context the Senate has to go back to the drawing board and frame out new standards for equitable distributions of Local Governments and resource allocations as the present order marginalize a lot of states and peoples of the federating units. But in a three Tier governing structure of federating collegiate units, it is not the duty of the State Government to unilaterally create Local Governments and conduct elections into the offices, philosophically, as it will be usurping the rights and sovereignty of the existing Federal Government.

10.   GOVERNOR’S FORUM “GOVERNMENT” AS A PARALLEL “GOVERNMENT” TO THE FEDERAL GOVERNMENT: The emergence of the Governors Forum is one of the greatest invention in the aspect of Governance in the Nigerian Federation addressed to bring all Governors together to compare notes and rob minds together, enter in cooperation among each other and move the Nigerian Republic to higher rectitude of social economic and industrial glories. But then it must be emphasized that esoteric minds and philosophy of dialectics and intellectioning; that it is a parallel floating of another alternate government in the schemes of things of the Nigerian Federation.
The Federation is governed by the Federal Executive Council of which most of the members are drowned from the Governors and for the Governors to regroup and discuss issues of states and Nation and its sovereignty and make decision binding on them as a collective; on whom the Federal structure relies upon in carrying out its own functions , then another master has emerged in the person of the Chairman of the Governor Forum, who in this instance can weld as much powers de facto, de jure as the Chief Executive of the Nigeria Federation. I must stop at this juncture as probing further the full philosophical and dialectical implications of this will corrupt intelligence.
OTHER POSSIBLE FEDERATION UNITS THAT CAN BE EMPOWERED AND ADOPTED:
THE LEGISLATIVE FEDERATING UNITS VS THE EXECUTIVE FEDERATING UNITS: The Legislative federating units can come up strong under a very ambitious Senate President and could make a great difference in competing and legitimizing itself as the basis for the governing units over a Republic as it happened in the days of Roman Empire of Senator Cicero usurping executive powers from the Roman Chief Executives of Octavus Ceazer and many others and establishing Senatorial Governing units as the basis of governance for Roman Chief Executive Officers. Among all Nigerian Senators, one of the most distinguished of them in the class of Roman Senator Cicero was Senator Dr Chuba Okadigbo. And it is only Senators of his genius intellectualism that has the philosophical prowess to achieving the above definitions in the bulk of the African continent. I must not duel on this aspects as well,; in what esoteric wisdom defines as the  “game without rules…” we must not corrupt the intelligence of mortal men of subsequent creation.
THE REGIONS OR ZONES AS FEDERATING UNITS: Another ingenious aspect of evolving functional federating units is to consider the past as in the former system were the 4 Regions of the Nigerian Federation were the federating units. A number of political parties have expressed preference for this backward integration in the aspect of radical restructuring of the federation and it can be given a close overview by those involved in the constitutional review exercise.
Or on the contrary adopt the six Zonal structures as the basis of federating units which it has lots of pros and cons.
CONCLUSION AND WARNING: Many peoples have expressed that the present constitution is a fairly great document that if well nurtured can take Nigeria to the Promised Land. Therefore before we thinker with the constitution we must take great caution as the wrong amendment may lead to the brake up of the Nigerian Federation. The Break up of the former Soviet Union one of the greatest Nations on earth was due to constitutional amendment that gave more powers to the colligating Republics. And today many people the world over agree that the brake up of the Soviet Union was the greatest tragedy and catastrophe of the 20 century. Nigeria share multi national similarities with the former Soviet Union. Virtually all the brake away Republics of the former Soviet Union are regretting it today as their importance in the schemes of world political economy, sports, culture etc has been reduced to nonentity irrelevance in the dynamic schemes of world politicking and glories. As history repeats itself we must be extremely careful before we thinker with the present constitution. If we cannot make it a better document then it is best to leave it as it is.

A ritualist named Joshua Akindele in the Oloko village of Itokia Local Government Area has been nabbed with human parts in his possession. On interrogation he confessed to dealing in cannibalism.
 He confessed to killing human beings who mostly he said are passerby around the hole he dug beside a bridge in the community.
 He said he would hit an unsuspecting passer by with a big plank in the head and when unconscious he would drag them into the hole and kill the victim. He later sells the pats to churches and other ritualists.
According to the report gathered by National Peoples News Joshua is alleged to have confessed to sell Human head for about 7,500 Naira, Breasts for 1,300, Penis for 1000 naira ,hands and legs for 3,500 naira.
the ritualist confessed to have spent 15 years in the business and that at nights when he was hungry he would eat some parts of the human flesh..He also confessed that the churches are part of his numerous clientele.Our source said Joshua has been arrested and in custody of the Border police at Badagry border.

NOTATIONS OF H.E. THAMBO MBEKI IN THE CENTENARY LECTURE OF THE ANC- 22/11.2012
I would like to suggest that to achieve this Strategic Pan-Africanist Task, also bearing in mind our obligation continuously to engage the African Diaspora in our common project, the following are the Pan-African Operational Objectives (OOs) which must inform our united actions in the short and medium-term.

OO1. With regard to the bottom-up process, we must strengthen the regional political and economic processes led by our Regional Economic Communities;

OO2. In terms of the top-down process we have to work to ensure that all our States implement the Continental policies agreed through the OAU and the AU, including those spelt out in NEPAD and the APRM, the African Peer Review Mechanism;

OO3. Given our continuing challenges in this regard, and relying on the agreed policies and programmes, we must act further to enhance the possibility for the AU to intervene throughout Africa to achieve the objective of peace, security and stability;

OO4. We must empower the Pan-African Parliament to enable our Continent’s elected representatives, acting together, to participate in the implementation the Pan-Africanist project, as well as provide effective oversight in this regard;

OO5. We must take all action to ensure the engagement of the African Diaspora with the Pan-Africanist project, working to guarantee that it also addresses the challenges facing this Diaspora; and,

OO6. We must ensure that the broad African masses take ownership of the Pan-Africanist project in all the elements we have mentioned, and therefore that the necessary steps are taken at least to keep the organised formations of these masses properly informed and engaged in all actions focused on the pursuit of this Pan-Africanist project, including through the AU ECOSOCC, the Economic, Social and Cultural Council
.

Today  22 November 2012 H.E. President Goodluck Jonathan has been cleared by the Abuja High court of the Nigerian Federation the most significant and leading Nation of the  world, has cleared H.E. President Goodluck Jonathan to contest in the 2015 Presidential election of the battle of the Titans. Meanwhile a PortHarcourt based lawyer barrister Amadi has challenged President Goodluck Jonathan that he cannot contest election in 2015 as by that time the president would have been in his third term and third swearing in . But the court said that a President can spend more than the stipulated time which here is only a non biding framework of reference as due to either force majore or any other accident of history that is obvious to all and sundry.
 So Prince Frank Onaivi Ukonga , the presidential aspirant of Nigerian Federation under the banner of SDMP/ NRP alliance is welcoming His Excellency president Goodluck Jonathan on board of the 2015 presidential battle of the Titans. In particular his taking over the Lagos Ibadan Expressway concessionary conceded to Dr Wale Babalakin who could not meet up for more than 4 years, as that road had dilapidated to nonentity level claiming many lives and hindering rapid social and economic development of Nigeria; as that road is the gateway to the entire country from the Lagos port as well as from the MM international airport. 
Who ever controls LAGOS -IBADAN highway  controls the economy,. commerce and security of the entire Nation. The road is so strategic that on no account must the Federal Government  lease it again to any private consortium.
Secondly the Lagos Benin highway which president Goodluck Jonathan has also moved to reconstruct is in the right direction as this will open up avalanche of business opportunities, improve the GDP of the Nigerian state , create jobs and invigorate commerce, distribution and production.
We at SDMP are a matured political party that addressed concepts and peoples from the merits of issue oriented outlook and we are not paranoid nor do we share irridentist, tribal sentiments that has bugged Nigeria down from rapid social and economic development

Princ Frank Ukonga: Good Morning Sir , I and my party SDMP and my chairman Chief Olu Falae are very elated to be part of your great success.I commend your giant stride in the telecommunication broadcasting by the acquisition of new satellite equipment to reach the entire world and we are very grateful that you have given us one of the greatest honour to be the first in Nigeria a few hours after the installation and commissioning of the equipment to use it to reach out to the entire countries of the world. TOPICS: POLITICS-PRESIDENTIAL / GENERAL ELECTION-2015:
ITV Duke Okosun:Many peoples particularly politicians have started to clamour for the 2015 Presidential / general elections in Nigeria where as 2015 is still far away- most people feel that politicians and statesmen should concentrate on service delivery of dividends of democracy and the mariands of problems plaguing Nigeria like redundancy, generation of electricity, insecurity etal . how do you evaluate the situation?
Prince Frank Ukonga: Yes you are rigth by observing that 2015 is pretty far away - 3 years away from now but yet politicians have stated politicking for the general pols. At SDMP we subscribe to the opinion that all the institutions of the Nigerian Federations including the nascent political institution are weak and they all need attention and development. That is why most political departments in Nigeria are starting out earlier in preparation for the great Battle of 2015 rather than the fire brigade approach we are used to. And in this context it will mature/nurture the transiting nascent democracy of the Nigerian nation state.
 Of course we also agree with you that the pressing issues of youth restiveness, insecurity, redundancies, larceny of private and public treasuries, bad roads and poor infrastructural development as well as epileptic electricity generation, poor health delivery systems, poverty, etal also demand urgent attention.
ITV Duke Okosun:So what is the game plan for 2015?
Prince Frank Ukonga:The SDMP will file candidates for all the positions being contested as well as the presidential
ITV Duke Okosun:What is your interest specifically in 2015?
Prince Frank Ukonga:I contested the Senate position of Edo North in 2011, and the governorship of Edo state in 2012 and i hope to contest the presidency in 2015 mainly because of the pressure on me from my people who want to be represented in the federal and state schemes of things.Remember we and the people endorsing me are not talking of winning and becoming the president or governor overnight but we are interested in participating... if we win ...good...if we lost out we try again.
 ITV Duke Okosun:From which primary constituency is your endorsement
Prince Frank Ukonga: I am from Edo state in Edo north Igarra who are an Ethnic tribe of the EBIRA nation of above 50 million peoples in Nigeria scattered in more than ten states of Nigeria. I have been endorsed for presidency by the OHIKU EBIRA  and Ebira Voyan DIASPORA International which are the two parent umbrella for the Ebira ethnic typology in sub Saharan Africa. I have also been endorsed by the Ossoso youth forum, Edo youth forum as well as all the groups that supported by governorship bid in Edo 2012 have endorsed me, student unions, market women, professionals artisans and using this units as platform i intend to give it a national, maximum interpretation.I also intend to articulate the relevance of the Midwest Region in to the schemes of things. and for this we have been talking with the NRP National Reformation party of chief Anthony Enahoro and other political parties to join together under one solid umbrella to produce a formidable credible platform that will be difficult to beat. 
  ITV Duke Okosun:what are your views on the issue of the N5000 notes project of the CBN
Prince Frank Ukonga:Our position is that it is unnecessary and ill timed. It is like operating on a healthy person. What should concentrate the mind of Malam Sanusi Lamido the governor of CBN should be how to join hands with president Goodluck Jonathan to tackle the questions of restive youth , insecurity of life and properties, creating jobs, generating electricity and resource mobilization of developmental capital for the state, local and federal government. Which are the primary duties of the CBN which he has left undone and rather he is chasing the shadows and making life a more difficult for all and sundry as this policy will cause inflation and destabilize the Nigerian Nation. It will also overheat the polity . what we need now are low key level headed policies that can continue the status quo anti bellun and not policies addressed to re invent the wheel.beside it will also create capital flight and Nigeria will become a net exporter of capital through looting and larceny of state and public treasuries.
ITV Duke Okosun: The question of the FG lifting ban on the DANA AIR , the operating airline that crashed killing many Nigerians a few month ago . many people feels it is too early for the ban to be lifted what is your opinion?
Prince Frank Ukonga:
Our opinion as progressive avantgardt of historical and dialectical materialism would not deviate from the opinion of the generality of peoples who articulate the views that the punitive measure should still be in place to teach other airlines a lesson and to make them more serious and more committed to safety and quality service delivery which will translate to adequate aircraft maintenance and checks as well as procurement of new aircraft. We are cognizance though that the Aviation industry is a capital intensive project and parhap we sagest the FG should continue to assist that industry with intervention funds at regular internal.
ITV Duke Okosun:On the issue of restive youth in the North under the name of BOKO HARAM destroying the mast of telecommunication company as well as killing people all over the country what exactly do you think is the problem and how can the FG resolve this crisis?
 Prince Frank Ukonga: From my own point of view  which is also sheared by many in the polity and our near and far abroad see the problem as both political and economic.
 An idle mind is a devil's workshop, if these youth have been trained and gainfully employed it will be difficult for any body to use them to perpetuate diabolical passions so the system has to do mote on youth empowerment , quality education as well as to creation to get every body busy. Otherwise another view is that it is political as some believe that the north have been short changed in the aspect of power transfer which has been retained in the south for the past 9 years and may still be retained in the next 7 years . The solution many see as political could be resolved through dialogue as violence against violence have never fully resolved such political problems in the affairs of men. 
ITV Duke Okosun: On the issue of infrastructural development many feels that the FG has to do more in the aspects of road construction, airports, electricity generation etal...addressed to create an enabling environment for business to thrive , how do you access the situation?
 Prince Frank Ukonga: There is the urgent need to create an enabling environment for business to thrive particularly in the provision of relevant infrastructure that will aid this mandatory factor garmain to the greatness of Nations.

The SDMP National Chairman Chief Olu Falae has express condolence to the family of the late colossus of the Nigeria Politics at the demise of Dr Olusola Saraki, While Prince Frank Ukonga a presidential Hopeful of the Nigerian Federation come 2015 polls has expressed that Dr Olusola Saraki was one of the greatest phenomenon in the Nigerian political landscape for the past 52 years of our independence and he added that his exemplary leadership will be missed.
Among those who paid glowing tributes to Dr Saraki, yesterday, were President Goodluck Jonathan, Senate President David Mark, House of Representatives Speaker Aminu Tambuwal, Governors Adams Oshiomhole (Edo), Kayode Fayemi (Ekiti), Ibikunle Amosun (Ogun) and Rauf Aregbesola (Osun).
Second Republic politicians and senators such as Alhaji Lateef Jakande, Senator David Dafinone, Alhaji Balarabe Musa, Chief Ayo Adebanjo, Alhaji Tanko Yakasai also showered tributes and urged Nigerians to emulate Saraki’s virtues.

PRESIDENT Goodluck Jonathan yesterday commiserated with the family and people of Kwara State on the death of  Saraki whom he described as “one of Nigeria’s most prominent leaders, medical practitioner and democrat”
A statement signed by the Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, said President Jonathan “extends sincere commiserations to the elder statesman’s family and the people of his home state, Kwara to whose service and upliftment he selflessly devoted his long and very successful career in politics”.
While urging his family and the people of Kwara State to be consoled by the knowledge that their departed father, leader and mentor lived a very successful and fulfilled life, the President said the late Dr. Saraki would be “long remembered and eulogized as a consummate politician, an astute grassroots mobiliser, and a politica
“HE has been battling cancer for about five years. He was fine this morning. He was comfortable and even said his prayers. He died in the presence of one of my brothers, my mother and my two sisters. He gave up the ghost at about 6 a.m.”
With these words, Olaolu Saraki, son of Second Republic Senate Leader and kingmaker of Kwara politics, Dr Olusola Saraki, told reporters how his father died yesterday in Lagos, aged 79.
