On the behalf of all the political party chairmen of Edo state and the South South Oil Producing region His Excellency the IPAC Chairman- Inter Party Advisory Council -Edo state and south south Region welcome Mrs Christine Lagarde to Africa and Nigeria on her 4 days working visit and are  highly gratifying that she has been able to express the true conditions of the Nigerian economy prescribing and recommending  policies of austerity to have a human face . This is highly remarkable coming form a person from the IMF.
She said that the Nigerian government’s decision to restrict foreign exchange, a move that has affected millions of citizens, should only be a temporary economic step said this when she met members of the Nigerian Senate on Wednesday in Abuja.
“Additional exchange rate flexibility — both up or down — can help soften the impact of external shocks, make output and employment less volatile, and help build external reserves,” she advised. “It can also help avoid the need for costly foreign exchange restrictions – which should, in any case, remain temporary.”
The Nigerian government has imposed restriction on foreign exchange access, blocking the use of Naira credit and debit cards abroad, and for online transactions requiring payment in foreign currencies.
On  proposal  remove fuel subsidy she said the benefits of fuel subsidy in Nigeria are hugely skewed in favor of the rich at the expense of the poor.
“The subsidies that are still in place for kerosene and diesel should be targeted at those that need it most,” Ms. Lagarde said.
“However, research shows that over 70 per cent of subsidies often benefit the rich, while less than seven per cent benefit the poor.
“Nigeria needs to take hard decisions on debt, expenditure, revenue. Nigeria’s oil revenue should be spent on her people. Moving forward, Nigeria should show resilience grow her economy,” she Said.
On Economic diversification she said  “Nigeria’s economic diversification is remarkable”, the country’s 2016 economic outlook “is not high”.
She said Nigeria must  fight against corruption and terrorism ravaging the North-East zone both of which pose  “significant threat” to Nigerian economic development.

Finally she promised the support of the IMF to develop Nigeria “There will probably be financial volatility going forward but IMF is ready to offer technical and other forms of assistance to Nigeria at Federal and State levels,” she said.Se said Nigeria is the giant of Africa and that whatever happens to Nigeria affects our neighbors significantly.

1. we commend President Mohammadu Buhari for the 2016 budget proposal and going back to the drawing board to fine tune it as advised by H,E Prince frank ukonga-
2.secondly, the Prince advised that the N2,5trillion to be borrowed which is about 8,5billion pounds and 2,5% of our GDP though portable should not panic the president to accept IMF conditionality
as the Prince offers Nigeria the BRICS BANK- that wil assist Nigeria without conditionality that would under develop the nation- All other countries of the world are advised to follow suite- in their own interests- gratitude

History repeats itself, we should not forget too quickly the harrowing experience of Nigeria in the Shagari Era where Nigeria with cap in hand went a borrowing from the entire world , going a sorrowing , we incurred a total of 5billion dollar debt which became 55 billion in less than ten years after from 1978-1988 and by year 1990 and yonder Nigerian was into a heavy debt trap with IMF conditionality of continuous devaluation of the Nigerian Naira and everything we lived for were devalued...It was a despicable bad case study of squandimania, wanton larceny and gruesome irresponsibility of the leadership of that entire interregnum in human history as General Murtala left over 40 billion dollars to Obj in 1976 before he died,,,OBJ wasted away all these colossal money and the opportunity to make Nigeria emerge as the African Tiger and left a deficit bankrupt economy to Shehu Shagari in 1979...the case was despeakable...
4. Now the case has repeated itself again OBJ came back in 1999 and paid all the debt back left over 70 billion dollars for Yar Adua and Jonathan and in less than 8 year after all that money has been wasted away and here we go again/
5. The IMF is an unfriendly source of developmental finance and more of the cold rigid element of historical  and dialectical development  of the Human Race..there is the need to be careful in doing business with the IMF so that the harrowing conditions of the 1980s does not come back...

H.E. MOHAMMADU BUHARI PRESENTING 2016 BUDGET AT NATIONAL ASSEMBLY /ABJ
H.E.Prince Frank Ukonga remark on the 2016 Budget of 6.08trillion Naira of President Mohammadu Buhari- it is  a survival Budget of Keynesian bias-which if well implemented could navigate Nigeria to resilient balance-but palliative measures has to be in place for the expected trying interregnum of inflation, hardship and forced majore
The truculent access to foreign exchange by the private sector and the comatose real sector economy will impact negatively on IGR ,Job creation and the GDP.
The diversification to agrarian base is vague and obfuscating, proper constructive engagement by empowerment of farmers to form large scale cooperative and pioneering agrarian revolution via mechanization,processing, access and link roads to farmland and water provision etc should be given serious push and not be handle in the erstwhile lack luster mentality..
The reactionary fiscal policy of conservatism ,new licensing regime, protectionism, single Treasury Account,rationing of foreign exchange regime would be counter productive if not handled by experts to put down a proper road-map that would not box Nigeria into the oxbow-lake of the international concurrency of laser fair, GATT and WTO which would inter alias would receive unfavorable response of the world condoning Nigeria out with sanitary condom of subtle reciprocity of tacit unwritten sanctions that would be counter productive and would make Nigeria a NET exporter of capital achieving the exact opposite of what was expected out of naivety and birth trauma.
 Our membership of the 34 Islamic military pack was too hasty and perhaps not the best alternative for a paradigm shift of Nigerian foreign policy thrust which would impact negatively on the political economy of the Nigerian state on an abellian wholly.
With borrowing  of 2 trillion Naira to finance the 2016 budget will amount for about 35% of the budget , would certainly inpact on the net aggregate of Nigerian debt portfolio to about 28% of our overall debt profile in 2016...this over ambitious zeal of excessive borrowing within a reluctant and unfriendly business atmosphere could be misused and plunge the entire over 200 million peoples of Sub Saharan Africa into another harrowing debt burden..of illiquidity and insolvency. So their is the need to cautious as not to end up into economic indigestion/collapse as in the Venezuela effects and the Cuban effects.. which are classic cases in world economic indication...
Debt profile to debt servicing ratio to the GNP will compound for the future- this means the regime will leave more debt than it met and projected to 4yrs would be above 25%debt of the GNP currently at 12% etc we should avoid debt trap,create jobs and tame inflation-to boost economic growth and overall development of Nigeria- gratitude
